Location: Portland, OR, United States Date Posted: May 15, 2026 Hourly Rate: $42.00 Position Summary This position is responsible for developing, tracking, administering, and scheduling tests and inspections, and preparing required reports. The incumbent inspects in‑process and final craft work for proper approvals and documents results as required in test and inspection plans developed by the Quality Department. Essential Duties and Responsibilities Develop tests and inspection plans in accordance with internal quality requirements and contract specifications, including NAVSEA Standard Items, U.S. Coast Guard Regulations, Classification Societies, and other applicable engineering standards. Serve as liaison between supervision, crafts and regulatory agencies. Ensure that all preliminary inspection requirements have been satisfied and are accomplished in accordance with contract specifications prior to final inspection call‑outs. Monitor craft work to ensure proper workmanship in accordance with regulatory agencies, classification society, NAVSEA Standard Items, Vigor Industrial and acceptable shipbuilding practices. Ensure all instrumentation and gauges used in testing procedures are properly calibrated. Inform Project Management, Quality Director, Operations Managers/Directors of all deficiencies requiring corrective action as outlined in the Quality Management System (QMS), including Internal Deficiency Reports (IDR), Quality Deficiency Reports (QDR), and Non‑conforming Services (NCS). Establish and maintain positive, cooperative working relationships with crafts, owner representatives, and regulatory agency officials. Assist Managers, the Quality Director and supervisors in developing test memos and Process Control Procedures to ensure proper format and scope of final forms and testing practices. Develop and assist in administering training to craft supervisors and test directors for applicable test and inspection requirements. Ensure materials purchased and installed meet contract specifications by performing random checks. Ensure all subcontractors’ qualifications meet regulatory and contract requirements and that all required quality assurance submittals are correct. Review and qualify all Quality Assurance requirements imposed by outside agencies, verifying they do not impose higher effort than required by contract specifications. Coordinate with management and craft supervisors to ensure all personnel meet minimum skill and certification requirements. Job Scope Operate within the guidelines of applicable referenced codes for the respective discipline inspected (welding, electrical, coatings, etc.). The position requires the ability to assess and administer acceptance requirements based on predetermined criteria. Supervisory Responsibility No direct reports; may supervise workers engaged in conducting tests and inspections. Interpersonal Contacts Coordinate with Project Managers, craft supervisors, craft personnel, customer representatives, and regulatory inspectors (ABS/USCG). For Navy programs, liaise with NAVSEA Ship Building Specialist. Knowledge, Skills and Abilities Knowledge of ship systems interaction and construction/repair sequencing. Knowledge of marine or class society surveying, vessel operations, and U.S. Coast Guard inspections. Understanding of engineering principles applicable to ship repair and required crafts. Knowledge of AWS D1.1 and ASME Section IX welding codes. Knowledge and experience with NAVSEA Standard Items and navy vessels. Experience with Navy 5xxx inspection criteria for aluminum structure. Ability to read and interpret blueprints, construction specifications, complex regulatory documents and contracts. Skilled at conducting inspections and guiding others in appropriate work process techniques. Facilitates mentoring and models respectful behaviors when interpreting contracts during inspections. Apply a systems approach to work planning and execution. Effectively communicate orally and in writing with diverse groups. Handle multiple priorities with independence and good judgment. Operate effectively in a complex multi‑craft, union work environment and resolve conflicts. Proficient with PC, iPads and software applications such as MS Office and database programs. Provide strong customer service and demonstrate adherence to customer requirements. Identify approaches to maximize adherence to quality processes on an ongoing basis. Set high expectations and inspire employees to meet standards using computer applications. Education and Experience Current CWI or NDT Certifications (VT/UT/MT/PT) Level 2. 1–5 years of experience in marine or industrial settings, such as a shipyard, heavy construction, or industrial manufacturing environment. Certificates, Licenses and Registrations CWI – AWS NDT Inspection Training – Welding Inspector. Minimum Level 2 NDT certificates for Structural Inspector in any of VT, MT, PT, UT disciplines. Physical Demands Work is conducted in a dynamic shipyard with moderate to loud noise. Requires walking to and from job sites, climbing inclined stairways and vertical ladders, entering confined areas and tanks, and frequent bending, squatting, crawling, and twisting. May work more than 8‑hour shifts and weekends. Must lift up to 50 pounds and travel locally or out‑of‑town (including air travel) up to 5% of the time with notice.
