AUKUS Program Analyst - Requirements Manager

Trusted.The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. ResponsibilitiesIn this role, the Program Analyst will support multiple directorates (Phase 3 and TC/CS) within the NAVSEA AUKUS I&A Office. Responsibilities will include, but are not limited to: coordinating with stakeholders to identify and formulate yearly program budget requirements and associated contract/procurement and other project costs; using NAVSEA Enterprise Planning System (NEPS) to manage and present financial and business data to maintain program resource posture and ascertain health for multiple appropriations (e.g., Shipbuilding and Construction, Navy (SCN), Operations and Maintenance, Navy (O&MN)), Foreign Military Sales (FMS), etc.); providing analysis, verification, and justification of financial data while ensuring data traceability and consistency with program budget and acquisition history; assisting with Task Planning Sheet development; and developing clear, concise executive‑level briefs for senior leadership, distilling complex program inform senior leadership decision‑making.QualificationsRequired:10+ years of federal government or military related experienceBachelor's degree in Business, Business Management, Finance, Accounting, or a related fieldStrong administrative, organizational, management, and analytical skills and the willingness to learn and build relationships with stakeholdersStrong written and verbal communication skills and proficiency with MS Office applications (Excel and PowerPointAbility to work on-site at the Washington Navy Yard up to full timeCurrent DoD security clearance - minimum Secret, with the ability to maintain it throughout employmentDesired:Master's degree in Business, Business Management, Finance, Accounting, or a related fieldExperience with Navy program offices and/or FMS case management/ execution experienceExperience in financial management, budget analysis, or related discipline.Experience preparing financial documentation to support program acquisition planning and strategy developmentExperience identifying and validating yearly program budget requirements to capture costs and resourcing needs within an overall acquisition strategy, Program of Record, and/or financial management plan.Experience responding to budget-related requests for information (RFIs)Familiarity with financial appropriations (i.e. SCN, O&MN, FMS, etc.) and knowledge of the U.S. Planning, Programming, Budgeting & Execution ProcessExperience using NEPS or other Navy or DoD financial management systemsPay Range InformationAt SPA, we strive to deliver a robust total compensation package that will attract and retain top talent.
