Contract Specialist

Position Overview Osi Vision is seeking a Contract Specialist to provide acquisition and contract administration support to the Federal Transit Administration’s Office of Acquisition Management. This position will support federal procurement actions at various stages of the acquisition lifecycle, including acquisition planning, market research, solicitation preparation, contract administration, contract modifications, and closeout support. The Contract Specialist will help develop, review, organize, and track acquisition documentation and provide day-to-day support to Government acquisition personnel and program offices. The role requires knowledge of the Federal Acquisition Regulation, contract types, federal procurement processes, acquisition support tools, and acquisition package documentation. Work Location Work is expected to be performed primarily off‑site. Personnel must be prepared to support on‑site work at the U.S. Department of Transportation / Federal Transit Administration Headquarters, 1200 New Jersey Avenue SE, Washington, DC 20590, if required by the Government. Key Responsibilities Provide mid‑level acquisition support across various stages of the procurement process. Support acquisition planning, market research, market analysis, solicitation preparation, and contract administration activities. Assist with preparation of Requests for Proposals, Requests for Quotes, and related acquisition documentation. Review acquisition‑related materials such as Statements of Work, Statements of Objectives, Performance Work Statements, and evaluation materials. Prepare or review pre‑procurement packages. Maintain work‑item tracking and provide timely status updates on contractual actions. Support the administration of IDIQ contracts, BPAs, contracts, task orders, delivery orders, call orders, and purchase orders. Assist with different contract types, including Firm‑Fixed Price, Cost Reimbursable, Labor Hour, and Time‑and‑Materials contracts. Support cost and price analysis activities as needed. Assist with preparation of contract modifications, contract termination/default actions, and contract closeout documentation when required. Carry out recurring contract administration support duties with limited guidance. Assist with validating data, resolving acquisition support issues, and completing tasks associated with advertising, soliciting, constructing, awarding, and administering contractual actions. Assist with preparation of contractual actions using acquisition e‑Gov tools and systems. Support other acquisition‑scope assignments as directed by the COR. Maintain updated electronic spreadsheets tracking the status of contract actions. Provide accurate, clear, complete, timely, and professionally written work products. Minimum Qualifications Bachelor’s degree or equivalent relevant experience. At least five years of relevant acquisition or contracting experience. Alternatively, at least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, along with five years of relevant experience. Knowledge and demonstrated experience performing mid‑level contract specialist or contract administrator functions. Knowledge of the Federal Acquisition Regulation. Experience with acquisition actions under FAR and GSAR procedures, including Federal Supply Schedule procedures, FAR Part 12 commercial products and services, FAR Part 13 simplified acquisition procedures, FAR Part 37 service contracting, FAR Part 43 contract modifications, and FAR 4.804 contract closeout. Knowledge of contract types including Firm‑Fixed Price, Cost Reimbursable, Labor Hour, and Time‑and‑Materials. Ability to independently analyze work assignments and provide feedback to the Government as needed. Experience supporting acquisition mechanisms such as IDIQ contracts, BPAs, task orders, delivery orders, call orders, and purchase orders. Excellent computer skills, especially Microsoft Word, Microsoft Excel, Google Calendar, Google Sheets, Google Chat, Gmail, Google Docs, Google Slides, Google Drive, Google Meet, and internet research tools. Preferred Qualifications Experience supporting federal civilian acquisition organizations. Experience using federal acquisition e‑Gov tools or contract writing systems. Experience preparing or reviewing pre‑procurement packages. Experience supporting contract modifications, closeouts, or contract administration files.
