Job Duties Coordinates & oversees internal EEO complaint process on behalf of agency. Investigates discrimination complaints as assigned. Counsels complainants & directs investigative process to ensure compliance with federal, state, & local laws on behalf of agency. Respond to Ohio Civil Rights Commission (OCRC) & Equal Employment Opportunity Commission (EEOC) requests for information & assists in the preparation of position statements & supporting documentation on behalf of agency. Monitor institutional in-service and new employee orientation for EEO compliance. Serves as contact & liaison between ODRC & outside agencies (State Equal Opportunity Division, Ohio Civil Rights Commission & Equal Employment Opportunity Commission) to ensure compliance with EEO laws & regulations. Responds to requests for information, conducts investigations, arranges on-site meetings & assists in the development of resolutions with management level employees to highly complex employment related matters. Assists Administrator of EEO & agency administrators in the resolution of discrimination complaints with the authority to resolve issues through the mediation process, conciliation, & regulation of settlements on behalf of agency. Prepares investigative reports & correspondence for EEO Administrator’s signature. Conducts internal investigations & compiles statistical & functional data, conducts on-site reviews & attempts to resolve discrimination complaints, utilize mediation process as first step in resolving conflict between parties, creates case status reports regarding discrimination cases, prepares detailed & comprehensive reports of findings & recommendations to include corrective actions & resolution of cases, provides advice to managerial employees regarding appropriate corrective action (i.e. counseling, discipline, training, etc.). for violators of EEO policies attends SEOD, OCRC, EEOC fact finding conferences, meetings, & training sessions, participates in discriminatory complaint hearings conducted by state federal agencies, counsels & advises employees regarding discriminatory complaint hearings conducted by state & federal agencies, counsels & advises employees regarding discriminatory complaints. Counsels on DRC EEO policy, & employee rights. Advises employee on possible actions regarding discrimination charges &/or grievances, develops, & conducts EEO related training workshops for all DRC personnel. Reviews employment & labor files related to EEO cases on behalf of the agency. Performs duties related to special projects & prepares reports as assigned by Deputy Director & Administrator of EEO on behalf of agency. Assists Legal Services by participating in hearings & testifying when required. Assists the Administrator of EEO in the monitoring of institutions/office & development of operational procedures & the implementation of such. Develops, implements, & conducts EEO training workshops for Central Office, ODRC institutions, APA regions & the Corrections Training Academy for bargaining unit, exempt, & managerial employees. Make recommendations to the Administrator of EEO for training related to institutional EEO committees, Sexual Harassment & Workplace Diversity on behalf of agency. Prepares & directs preparation of correspondence. Responds to telephone calls, maintains EEO records, participates in ODRC statewide committee activities/organizations & special interest groups on behalf of department. Minimum Qualifications Undergraduate core coursework in personnel management, business or public administration to include coursework in personnel management principles; 12 mos. trg. or 12 mos. exp. in interviewing; 12 mos. trg. or 12 mos. exp. in EEO & affirmative action regulations & procedures; 12 mos. trg. or 12 mos. exp. in employee training & development; valid driver's license. -Or 12 mos. exp. as EEO Officer, 69132; valid driver's license. -Or 30 mos. trg. or 30 mos. exp. in conducting EEO & affirmative action investigative & compliance activities; valid driver's license. -Or equivalent of Minimum Class Qualifications for Employment noted above. Major Worker Characteristics Knowledge of EEO & affirmative action regulations & procedures; interviewing; employee training & development; personnel, business or public administration. Ability to define problems, gather & research compliance & investigative data & determine resolution to achieve compliance & to better program & plans; read & interpret EEO & affirmative action laws & agency manuals; handle sensitive contacts with & inquiries from state & county agency employees & officials, community organizations, providers & administrative personnel; review & prepare investigative reports, correspondence, affirmative action plan or strategies & changes in policies & procedural manuals.
