Registered Nurse (O-4 Billet) Non-Supervisory

Summary The Registered Nurse provides advanced nursing care to ICE detainees, including assessments, triage, medication administration, emergency response, and patient education. The role includes leadership responsibilities such as Charge Nurse or Team Lead, mentoring, and process development. Clinical expertise, adaptability, and multidisciplinary teamwork in a detention setting are essential. Duties and Responsibilities Direct nursing care to detainees, following nursing principles and procedures. Administer nursing procedures as ordered; stay current with applicable IHSC directives and guidelines. Document encounters in SOAPE format and maintain electronic or written records. Assess patients, coordinate nursing care plans, and obtain medical histories. Triage and screen detainees during sick call; refer to higher level care as needed. Facilitate interpretation/translation services. Provide daily nursing care in Medical Housing Units and notify physicians/APP of abnormal findings. Care for psychiatric patients as indicated. Coordinate healthcare needs and referrals to off‑site providers. Deliver patient teaching and training per agency directives. Assist medical providers with appointments, vital sign collection, and emergency calls. Perform orders from physicians, APPs, or other qualified providers promptly. Administer medications safely, following the 6 rights of medication administration. Monitor medication orders, maintain documentation, and manage medication safety. Perform radiologic services for tuberculosis surveillance as applicable. Draw labs and collect specimens; administer immunizations. Follow IHSC Public Health, Safety, and Preparedness directives. Maintain medical equipment and laboratory supplies. Keep accurate records and prepare reports as required. Attend medical and nursing meetings; work rotating shifts including holidays and weekends. Continue professional development and ongoing education. Serve on temporary duty or as a medical escort for detainee travel. Demonstrate leadership potential; assume increasing responsibilities such as Charge Nurse or Clinical Coordinator. Participate in quality improvement activities. Perform other duties as assigned. Requirements U.S. citizen. Successful background investigation and drug screen. Male applicants born after 12/31/59 must register with the Selective Service. Must meet all requirements by the closing date. Upon appointment, officers must serve an 18‑24 month commitment to IHSC. No current Assignment Pay Agreement (or must be fulfilled within 90 days). Current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible. Competencies Cultural competency, leadership qualities, active listening. Perform CPR/emergency care standing or kneeling. Education and Experience Bachelor’s or Master’s degree in Nursing (Master’s preferred). Must be licensed in a U.S. state, D.C., Puerto Rico or U.S. territory; maintain current license, CPR/BLS certification, and USPHS Basic Readiness status. Minimum of 4 years’ experience, including at least two years as a Registered Nurse II or Clinical Nurse Intermediate. Strong knowledge of nursing concepts, medication administration, infection control, and documentation. Additional Information Identify and suggest process improvement activities at local/regional levels. Participate in regional/national quality improvement and task forces. Lead training modules and develop patient education materials. Serve as mentor in one‑on‑one or group activities. Engage in professional organizations at local and national levels. This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Clinical Services. The incumbent will be supervised by the Nurse Manager, Health Services Administrator, and Clinical Director, with the Regional Nurse Manager as the reviewing official.
