Product Manager

FINRA’s Office of the Chief Data Officer is seeking an experienced Product Manager to lead the Unstructured Data Management (UDM) platform. UDM is a strategic initiative that will transform how FINRA discovers, organizes, and leverages its regulatory documents. This is a foundational capability that will accelerate GenAI adoption, enable cross-functional document intelligence, and unlock insights from unstructured data at enterprise scale.As the UDM Product Manager, you will work in collaboration with senior Product and Engineering leaders to define the product vision, strategy, and execution across a multi-phase roadmap. You will partner with engineering, business stakeholders, and technology teams across FINRA to build a platform that makes mission-critical documents discoverable, contextual, and reusable enterprise-wide.Essential Job Functions:User Insight & Product DefinitionDevelops solid understanding of the business and product areas within focus, as well as the relevant data that can be used to inform key decisionsDefines the product and identifies gaps and user needs by creating a vision, strategy, and requirements documents for a productUtilizes available data to identify user needsPerforms experiments and participates in primary research to uncover additional user valueProduct Portfolio ManagementDevelops, manages, and owns the product roadmap at the product levelMakes trade-off decisions for a productDemonstrates expertise within their product areaBuilds partnerships with relevant stakeholder teamsCoordinates with interdependent teamsBuilds and leverages solid working relationships with business and product stakeholders, UI/UX, architecture, and technology teams to facilitate product and user successParticipates in the intake process for their product domainProduct Planning & PrioritizationLeads the product planning process by developing requirements documents (user stories, acceptance criteria, use cases) for a product or product releaseMaintains a prioritized backlog based on defined user value, aligning with product strategy and resource capacity; uses data and analytics to prioritize the product backlog appropriatelyWorks closely with UI/UX to set the direction for the design of the user experience of a productDetermines release goals, prioritization, implementation, and iteration plans for a product according to user valueProduct DevelopmentFacilitates the development process by reviewing demos with the technology team and validating acceptance criteria for the productProvides UX/UI approval for the assigned productTracks development work and identifying bugs at a product levelIdentifies issues that will keep the product from delivering on time or at the right level of quality, assesses alternatives to resolve, builds a plan for resolution, and communicates to leadershipLaunchLeads product launches by working with relevant stakeholders to develop launch plans for a productIdentifies issues and blockers that may delay the launch or impede the success of a product, and presents alternatives for resolution to leadershipCoordinates formal UAT where necessaryDevelops product documentation and training materials for users in support of product launchesTracks and reports on product launch metrics, utilizing feedback to drive associated actions and product iterationLeads post-launch reviews and drives incorporation of feedback in future product releasesOperateWorks with internal and external teams and users to identify, classify, and resolve product-level user issuesIdentifies new and innovative methods and metrics for tracking product success, works with the technology team to improve reports and monitoringWorks with stakeholder teams to actively monitor metricsTracks performance trends and gathers user feedback to determine product-level gaps, development opportunities, and if necessary, product end-of-life plansRepresents team in product-level discussions with stakeholdersAttends business reviews, supplying product/feature results as necessary; provides input into business cases when new products/features are being developedTeam Development & Continuous ImprovementProvides coaching and guidance to more junior-level product management team membersFollow, understand, and apply relevant industry trends, research, and best practices in technology and product managementDemonstration of FINRA’s values.Collaboration, both in-person and virtually, in furtherance of FINRA’s mission of investor protection and market integrity.Additionally:In collaboration with senior Product and Engineering leaders, define the UDM product roadmap and execute on it.Define and communicate the product vision to executive stakeholders, engineering teams, and business partners.Align UDM strategy with enterprise priorities, including GenAI adoption, data discoverability, and other FINRA initiatives.Translate technical capabilities into business outcomes.Identify and prioritize high-value use cases that demonstrate platform ROI and drive adoption.Establish success metrics and track progress (coverage, adoption, efficiency gains, cost avoidance).Collaborate with business stakeholders across RegOps, Enforcement, Risk Monitoring, and other departments to understand document intensive workflows and pain points.Build consensus across diverse stakeholder groups with competing priorities.Present product updates and value delivery to senior leadership.Lead the end-to-end product lifecycle from discovery through implementation and ongoing operations.Work with engineering teams to build automated data discovery and classification capabilities.Manage product backlog and sprint planning activities.Define success metrics and KPIs to measure product impact and adoption.Conduct pilot programs with stakeholders and incorporate feedback iteratively.Other Responsibilities:Work performed in an office environment.Extended hours may be required.Education/Experience Requirements:Minimum QualificationsBachelor’s Degree in Business, Marketing, Engineering, Communications, or related field (or equivalent work experience in a related field)5 years of experience in one or more of the following: product management, project management, business analysis, program management, or product marketing3 years of experience in product and/or experience managementStrong writing abilityStrong business acumenExperience with Agile software developmentExperience working cross-functionally in a large organizationExperience working closely with senior leadershipExperience translating data into quantifiable actions/deliverablesPreferred QualificationsMaster’s Degree in Business Administration or similar advanced degreeCSPO CertificationExperience in the Financial Services industryStrong financial acumenWorking Conditions:Hybrid work environment, with defined in-person presence requirements.Extended hours may be required.For work that is performed in CO, FL, TX, IL, PA, MA, MD, VA, Washington, DC, NY and NJ, please refer to the chart below for the salary range for the corresponding location.
