This approach balances progress with preservation and elevates the quality of life, fostering healthier, more resilient communities.TheWater/Wastewater Practice is seeking a Project Manager in Portland, OR, Beaverton, OR, or Salem, OR.The ideal candidate will lead complex municipal (special purpose district and/or city) water and wastewater projects. This role is suited for an experienced engineer who can independently manage major projects and/or design tasks, play a key role in mentoring staff, and focus on delivering high-quality projects while managing and building client relationships, financial performance, and team coordination.What You’ll DoKey Responsibilities:Project Management, Technical Leadership, & DeliveryLead planning and design for municipal(special purpose district and/or city)water and wastewater systems, including: Conveyance and pumping systems Storage and distribution systems Collection systems and treatment facilitiesManage scope, schedule, budget, and quality Coordinate multidisciplinary teams and subconsultants Oversee project financials including forecasting, invoicing, and profitability Ensure successful project closeout and client satisfaction Manage complex design tasks and coordinate multidisciplinary teamsPrepare and oversee engineering deliverables including plans, specifications, reports, and cost estimatesEnsure compliance with applicable regulatory requirements and design standardsServe as Engineer of Record or technical lead on projectsClient Management & Business DevelopmentServe as primary point of contact for key municipal(special purpose district and/or city)water/wastewater clientsBuild andmaintainstrong client relationships Identifynew opportunities, support proposal development, and collaborate on market growth strategiesSupport or lead proposal development and project pursuitsRepresent DEA at industry events, professional organizations, and community initiatives to strengthen relationships and market presenceTeam LeadershipLead and mentor project teamsProvide direction to task leaders and technical staff Mentor and develop junior staff, fostering collaboration and accountabilityWhat You BringRequired Qualifications:Bachelor’s degree in Civil Engineering(or related field); PE license required or ability to obtain8+ years of progressive civil engineering experience, with a focus on water and wastewater systemsStrong experience in municipal (city and/or special purpose district) water/wastewater system designExperience managing municipal water/wastewater projects through multiple phases of deliveryProven ability to lead design tasks and coordinate project teamsFamiliarity with public agency processes, permitting requirements, and regulatory coordinationExperience supporting full project lifecycle, from planning and design through constructionProficiencywith standard engineering tools (e.g., hydraulicmodeling, drafting/design software, Bluebeam, spreadsheets)Strong communicationand technical writing skillsExperience mentoring or supervising junior staffWhat We OfferWe foster an environment where talented professionals have the freedom and support to do their most meaningful work.
