Job Summary

Are you passionate about public health?  Minnesota Department of Health (MDH) is seeking dedicated professionals to make a difference in our communities.

The State Regional Operations Manager is responsible for initiating, directing and implementing policies, procedures and activities within the Health Regulation Division related to the management of a comprehensive statewide system of state licensing and regulation of health programs. This position will supervise Regional Supervisors and their teams located throughout the state of Minnesota.

Responsibilities will include:

  • Directing, leading and coaching supervisors to assure all licensing evaluations and complaint investigations are completed in a timely manner by qualified personnel to achieve and maintain high quality care.
  • Initiating complaint investigations, surveys, and evaluation visits in response to situations such as complaints, neglect, abuse actions, etc.
  • Clarifying the intent of regulations for facilities and providers, consumers, the general public, residents, legislators and others to advise on acceptable methods of complying fully with regulations to improve patient care and assure equity.
  • Advising the Executive Management Team on problems with facilities and establishments, interpretations of regulations, and implementation of changes on regulatory programs.
  • Assisting professional staff in decision making and processing of survey packages for facilities with specific problems and coordinating efforts cross-divisionally. 
  • Assisting in the development and revision of rules and regulations.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. 

This position is hybrid (telework based out of the new hires home office and their nearest MDH district office).  The location of this position will be determined by the top candidate.  MDH district office locations include St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls and Mankato. 

Commuting to the St. Paul office and other MDH office locations across the state may be required.  Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.  

This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.

Qualifications

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates that beginning and ending month and year for each job held.

Five (5) years of experience which includes all the following: 

  • Experience with implementation of the federal or state regulatory process
  • Experience with two or more health regulatory types (nursing home, hospital, assisted living, home health care, intermediate care facilities for persons with intellectual disabilities, dialysis, mental health setting, etc.)

AND

Demonstrated leadership experience that may include:

  • Experience as a supervisor, lead-worker, team lead or project lead*
  • Completion of a State of Minnesota leadership program such as ELI, SLI or L4
  • Completion of a similar or equivalent leadership development program through another organization
  • A paid or unpaid position of at least one year leading a program or chairing a committee that includes identifying issues, goals, and strategic actions

* A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment. Projects are efforts with defined phases where a combination of organizational resources including a pre-determined budget are pulled together toward a specified objective. These efforts are usually discontinued once the project is completed.

Substitute a master's degree in nursing, Public Health, Health Care Administration, Psychology, or closely related medical field for eighteen (18) months of experience; a bachelor's degree in one of the above areas may be substituted for twelve (12) months of experience; and associate's degree in one of the above areas may be substituted for six (6) months of experience. 

Qualifications to be further assessed during the interview process:

  • Ability to perform necessary research, to communicate concepts, ideas and proposals in a clear and concise manner.
  • Ability to establish and maintain effective working relationships with other agencies and organizations.
  • Knowledge of modern principles of management, personnel matters, collective bargaining agreements and Affirmative Action Plans.
  • Ability to clearly communicate complex ideas and technical information—both in writing and verbally—to staff and to a wide range of professional, technical, legal, political, federal, state, and public stakeholders. 

Preferred Qualifications

  • Bachelor’s degree in a health-related area.
  • Two years as a supervisor, team lead, lead worker or project lead
  • Experience mentoring, coaching or teaching other professionals.
  • Training, experience, certification, or license in relevant medical, nursing, health, legal, enforcement, or investigation areas.
  • Experience conducting internal quality assurance activities.
  • Experience conducting surveys or investigations of health care providers.
  • Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.
  • Ability to conceptualize large systems and develop approaches within a system to accomplish program goals. 
  • Experience working with multiple projects concurrently.

Additional Requirements

  • This position requires successful completion of an employment reference check.
  • This position does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
