Community Mental Health Manager

Community Mental Health Manager Under general supervision, the Community Mental Health Manager provides specialized behavioral health and recovery‑oriented services and serves as a reliable resource to individuals, families, and the community. The position performs case management, develops and implements crisis intervention strategies, coordinates services, supports continuity of care, and may be called upon for on‑call emergencies and supervisory consultation. Responsibilities Navigate individual, family, and group counseling sessions in safe and confidential settings, including emergency sites, client homes, schools, or other appropriate venues. Conduct client assessments using appropriate procedures and sources of information to clarify treatment needs and develop recommendations. Prepare written reports of assessment findings and, when necessary, refer clients to or coordinate treatment with other mental health service providers and support programs. Assess progress and provide follow‑up, recommending adjustments to help clients meet established goals. Respond to referrals from Police CIT, TMU, SRO units and other agencies, collaborating with homeless outreach, Safety, Health and Wellness teams, and Fire Departments for crisis intervention and additional treatment coordination. Participate in specialized training, including trauma‑informed care, and implement new techniques as applicable. Develop and implement mental health and substance abuse training for staff and supervisors to enhance community response to behavioral health issues. Attend staff and community meetings, in‑service training, and other activities to promote professional growth. Maintain accurate case notes, write correspondence and reports, and provide operational information and statistical data for management. Consult on or respond to major disasters, mass casualty incidents, serious injuries or deaths, media attention events, cumulative trauma, or other incidents of significance. Advocate for mental health by engaging and educating community members and families about prioritizing mental well‑being. Participate in community events, partner functions, and educational opportunities to promote behavioral health, wellness, and recovery. Help identify and coordinate community mental health resources for residents. Communicate with community groups to reduce stigma and promote evidence‑based practices. Maintain confidentiality of client and business records in accordance with HIPAA and applicable laws. Assist residents in understanding mental and behavioral health challenges, fostering treatment acceptance and balanced mental health through appropriate measures. Report documented or suspected abuse and neglect as mandated by law. Perform other duties as required. Qualifications Master’s degree in Social Work, Psychology, Clinical Counseling, or a related mental or behavioral health field, supplemented by at least five (5) years of professional counseling/therapy experience in inpatient or outpatient settings, employee assistance programs, or health management. A combination of education, training, and experience may be considered in lieu of a degree. State of Florida licensed Mental Health Counselor or Licensed Clinical Social Worker, licensed under Florida Statute 491. Preferred candidates hold one or more of the following licenses: LMHC, LMFT, or LCSW. Knowledge, Skills and Abilities Knowledge of operations and services of a comprehensive behavioral health program, including adult, juvenile, and child services. Knowledge of federal, state, and local confidentiality laws and patient rights. Ability to determine psychiatric support needs and coordinate follow‑up appointments with specialized care providers. Solid background in case management principles, practices, and processes. Experience in crisis intervention and conflict resolution. Strong report‑writing skills and comfortable interviewing clients. Flexibility in daily operations and decision making. Ability to evaluate patients for potential medication needs. Knowledge of therapeutic theories and practices, and ability to select appropriate methods for each case. Understanding of escalation and mandatory reporting requirements. Ability to provide professional clinical intervention and manage a psychiatric caseload across multiple settings. Composure under emergency situations; works effectively under stress. Customer‑relations skills; able to interact diplomatically with irate, violent, or frantic individuals. Ability to build effective relationships with multidisciplinary teams, peers, supervisors, clients, families, and agencies. Proficiency with various software applications and basic office equipment. Clarity in verbal and written communication. Continuous learning of evolving psychiatric care practices. Demonstration of ethical conduct, aligning with the City’s vision, mission, and core values: teamwork, respect, accountability, innovation, leadership, and superior service. Adherence to workplace policies promoting ethical business practices, including gifts, conflict of employment, discipline, drug‑free workplace, and anti‑harassment. Designation as a “Recovery” classification in the City’s Emergency Operations Plan – the employee must work during declared emergencies and complete NIMS training within one year. Physical Requirements The position is sedentary and may require exerting up to 10 pounds of force occasionally, or a negligible amount of force frequently, to lift, carry, push, pull, or otherwise move objects, including the human body.
