The Environmental Technician (Asbestos and Lead) shall be responsible for providing technical support related to environmental compliance involving asbestos-containing materials (ACM) and lead-based paint (LBP) for assigned projects. The Environmental Technician shall support environmental assessments, regulatory compliance, documentation review, and coordination of asbestos and lead-related activities throughout the project lifecycle.
Responsibilities shall include, but not be limited to:
a. Review project scopes of work, drawings, specifications, inspection reports, and other available documentation to identify potential asbestos- and lead-related environmental requirements.
b. Review and evaluate asbestos inspection reports, lead-based paint inspection reports, risk assessments, and other environmental documentation prepared by qualified professionals.
c. Verify that required asbestos and lead inspections, surveys, testing, and assessments have been completed prior to the initiation of construction activities, when applicable.
d. Monitor compliance with applicable federal, state, and local environmental regulations governing asbestos-containing materials (ACM) and lead-based paint (LBP).
e. Review asbestos abatement and lead hazard control work plans, specifications, and related documentation for consistency with project requirements and applicable regulations.
f. Coordinate environmental compliance activities with the Engineer, Project Manager, Environmental Consultant, contractors, regulatory agencies, and other assigned personnel.
g. Monitor environmental documentation associated with project progress, including permits, notifications, waste disposal documentation, air monitoring reports, clearance reports, and final closeout documentation, as applicable.
h. Identify environmental compliance issues, deficiencies, or potential risks related to asbestos and lead and provide recommendations for corrective actions.
i. Maintain organized project files documenting environmental reviews, compliance activities, inspections, reports, correspondence, and regulatory documentation.
j. Support project teams during procurement, construction, and project closeout by providing technical assistance related to asbestos and lead compliance requirements.
k. Participate in project meetings and provide updates regarding environmental compliance status, outstanding requirements, and potential environmental risks affecting project implementation.
l. Assist in the review of change orders, schedule impacts, and project modifications that may affect asbestos or lead-related activities.
The Environmental Technician (Asbestos and Lead) shall possess a bachelor's degree from an accredited university in Environmental Science, Environmental Engineering, Industrial Hygiene, Occupational Safety, Engineering, Construction Management, or a related field, and shall have a minimum of three (3) years of experience in environmental compliance, asbestos management, lead-based paint management, environmental inspections, or similar services related to construction projects.
Preferred Qualifications :

Current accreditation, certification, or licensing as required by applicable federal, state, or local regulations for asbestos and/or lead-based paint activities.
•
Demonstrated knowledge of applicable requirements including, as applicable, the EPA, OSHA, HUD, NESHAP (40 CFR Part 61), AHERA (40 CFR Part 763), and the EPA Lead Renovation, Repair and Painting (RRP) Rule (40 CFR Part 745).
•
Experience supporting federally funded construction projects involving environmental compliance, hazardous building materials, and regulatory documentation.
