Recruitment and Hiring Specialist

Under general supervision, supports District recruitment, applicant screening, referral, and onboarding processes. Assists in building and maintaining qualified candidate pools for certified, classified, and other assigned positions, with an emphasis on hard-to-staff and critical-needs areas.

Provides timely, accurate, and customer-focused service to applicants, hiring managers, schools, departments, and community partners. Performs assigned work in accordance with established District procedures and applicable state and federal requirements.

An associate's degree in human resources, business, communications, education, marketing, or a related field is required. A bachelor's degree in human resources, business, communications, education, marketing, or a related field is preferred.

Must possess a valid South Carolina driver's license or a government-issued picture ID.

One (1) to three (3) years of experience in human resources, talent acquisition, recruitment, education, or a related area, preferably in a school district, is preferred; or any equivalent education, training, and certification requirements that provide the required knowledge, skills, and abilities.

Bilingual Spanish proficiency is preferred.

Knowledge of fundamental recruitment, selection, applicant-processing, and onboarding practices.

Working knowledge of South Carolina educator certification processes, alternative-route programs, and applicable SCDE resources.

Knowledge of applicable paraprofessional qualification requirements and District-established qualifications for assigned support positions.

Knowledge of applicable District policies, employment procedures, confidentiality requirements, and state and federal employment laws.

Skill in preparing accurate correspondence, reports, recruitment materials, and employment- related documentation.

Skill in providing professional and responsive customer service through in-person, telephone, electronic, and written communication.

Skill in using applicant tracking systems, HR information systems, spreadsheets, databases, and standard office software.

Ability to review applications and supporting documents accurately; identify missing, inconsistent, or potentially disqualifying information; and refer exceptions to appropriate HR staff.

Ability to organize multiple priorities, meet deadlines, maintain accurate records, and manage frequent interruptions professionally and appropriately.

Ability to exercise initiative within established procedures, use sound judgment, maintain confidentiality, and work effectively both independently and as a member of a team.

Ability to establish productive working relationships with applicants, hiring managers, school administrators, colleges, universities, certification providers, and community partners.

Assists with implementation of District recruitment and candidate-marketing plans using approved channels, including social media, electronic job boards, college and university partnerships, professional associations, and recruitment events.

Assists with planning and conducting career fairs, hiring events, information sessions, and candidate outreach activities, including registration, scheduling, materials, logistics, and follow-up communication.

Reviews candidate applications in the applicant tracking system to ensure completeness, accuracy, and alignment with posted qualifications; verifies current certification status, eligibility routes, and licensure timelines with the South Carolina Department of Education (SCDOE) system.

Provides applicants with timely information regarding application status, hiring-process steps, recruitment events, District expectations, and general certification or alternative-pathway resources.

Prepares and submits qualified candidate referrals to Principals and hiring managers in accordance with District procedures; tracks referral status and follows up on pending actions.

Provides hiring managers with process guidance, required forms, and timelines to support consistent and compliant selection and recommendation procedures.

Coordinates assigned pre-employment processing activities, including required forms, reference- check documentation, and background-screening workflow; monitors completion and promptly escalates incomplete, discrepant, or sensitive matters to appropriate HR staff.

Reviews personnel recommendation forms and new-hire documents for completeness, accuracy, required approvals, and timely processing.

Coordinates assigned onboarding tasks and new-hire orientation activities among HR staff members; prepares onboarding materials, tracks completion of required documentation, and responds to routine new-hire questions.

Maintains accurate and confidential applicant, recruitment, and personnel records in accordance with District procedures and applicable legal requirements.

Compiles routine recruitment, applicant-pool, referral, vacancy, and hiring-status data; prepares reports and supporting materials for supervisor review.

Assists with preparation of the Human Resources section of the bi-monthly District Board Report, including materials related to employment recommendations, transfers, separations, retirements, and resignations, as assigned.

Maintains assigned recruitment forms, templates, desk guides, and procedure documentation; identifies improvement opportunities and recommends updates to the Coordinator of Recruitment and Hiring.

Supports relationships with colleges, universities, alternative-certification providers, workforce partners, and community organizations to strengthen candidate pipelines.

Participates in special projects related to recruitment campaigns, candidate experience, onboarding, process improvement, and HR operations.

Establishes a professional rapport with applicants, District staff, and community partners that fosters their respect. Displays the highest standards for ethical and professional behavior while collaborating with school personnel, District staff, applicants, and community partners.

Adheres to the highest standards of confidentiality concerning sensitive matters, applicants, and staff.

Provides for one's own professional growth through participation in professional development and training opportunities to improve recruiting skills and operational efficiency.

Presents a positive image of Richland School District Two and complies with District Board policies at all times.

Demonstrates prompt, regular attendance and is available to work in person on-site during normal business hours. Available for after-hours recruiting events as assigned.

Willingly performs other duties as assigned by the supervisor.

Additional Work Conditions and Physical Abilities: Occasional travel among schools may be required. Reliable transportation is required.
