DSHS WSH Contracts Compliance Administrator

Job Description As the Contracts Compliance Administrator at Western State Hospital (WSH) within the Behavioral Health and Habilitation Administration (BHHA) in the Department of Social and Health Services (DSHS), you will lead contract oversight, strategic planning, education and training, and quality improvement activities across all WSH departments. Your role ensures contract compliance with federal and state laws, regulations, and procurement policies. Responsibilities Monitor contracts to ensure compliance with state procurement policies and state law. Provide leadership and oversight to contract activities for WSH and the Oregon Health & Behavioral Health (OHBH) facilities. Act as liaison to the Attorney General’s Office, federal and state auditors, and internal subject‑matter experts. Advise executive leadership on procurement strategy, contract language, amendments, and technical requirements. Develop statements of work, coordinate service expectations, procedures, and payment structures for inter‑governmental and operational agreements. Drive quality improvement initiatives that enhance patient care and operational performance. Ensure that contract mandates external to WSH are managed and maintained. Maintain relationships with counterparts in other areas of DSHS and external organizations. Manage day‑to‑day administration of client services, professional services, interagency agreements, and operational contracts, including the DES Master Contract and Hospital Premier contract. Support the Chief Executive Officer, Deputy Chief Executive Officers, and the WSH Governing Body as needed. Operate a hybrid model, attending the WSH facility at least three days per week (additional premium pay may apply). Ensure drivers for state business possess a valid driver’s license; drivers of private vehicles used for state business must carry liability insurance. Qualifications Bachelor’s degree in business administration, contract management, or a closely allied field, or equivalent combination of education and experience. Five years of administration experience that includes contract negotiation, administration or termination of government contracts, contract property management, cost or price analysis, or compliance administration of highly complex contracts. Prior experience with contract law and contracting principles, preferably in a governmental setting. Demonstrated ability to navigate ambiguity and drive performance. Strong collaboration skills, able to bring diverse groups together to achieve outcomes. Experience working in a healthcare, behavioral health, or 24/7 facility environment. Flexibility to adapt to changing environments and priorities. Ability to manage external contract mandates and maintain stakeholder relationships. Background check, including criminal record history, may be conducted prior to hire.
