POSITION SUMMARY
The Pharmacy Director serves as the senior pharmacy executive responsible for strategic leadership, regulatory compliance, operational oversight, financial stewardship, workforce development, quality management, and 340B program governance for Eagle Seeker Pharmacy.
The Pharmacy Director is responsible for establishing, implementing, maintaining, and continuously improving a compliant, sustainable, culturally responsive pharmacy operation aligned with Native American Development Corporation's mission, healthcare governance framework, Urban Indian Health Program requirements, HRSA 340B Program requirements, Montana pharmacy laws, and healthcare quality standards.
The position functions as the enterprise pharmacy leader responsible for pharmacy strategy, operational performance, compliance oversight, healthcare integration, population health initiatives, and executive reporting.
The Pharmacy Director provides executive leadership over pharmacy operations while maintaining accountability for program integrity, patient access, clinical quality, workforce performance, financial sustainability, and regulatory compliance.

The position supports healthcare integration throughout:
- Billings Urban Indian Health & Wellness Center;
- Eagle Seeker Pharmacy;
- Healthcare shared services operations;
- Future healthcare expansion initiatives.
LEADERSHIP RESPONSIBILITIES
The Pharmacy Director shall:
Strategic Leadership
- Develop and implement pharmacy strategic plans;
- Lead pharmacy service expansion initiatives;
- Support integrated healthcare delivery models;
- Advance medication access and health equity initiatives.
Workforce Leadership
- Recruit, mentor, develop, and retain pharmacy personnel;
- Establish workforce performance expectations;
- Develop succession planning strategies;
- Promote accountability and service excellence.
Operational Leadership
- Oversee pharmacy startup implementation;
- Establish operational workflows and systems;
- Ensure operational readiness and continuity;
- Monitor pharmacy performance and service delivery.
Executive Reporting
- Provide regular reports to Executive Leadership;
- Develop pharmacy performance dashboards;
- Present recommendations for operational improvements;
- Support board and advisory committee reporting.
COMPLIANCE & REGULATORY OVERSIGHT
The Pharmacy Director maintains responsibility for:
HRSA 340B Program Compliance
- Prevention of diversion;
- Prevention of duplicate discounts;
- OPAIS maintenance;
- Annual recertification;
- Internal auditing;
- Corrective action planning.
Healthcare Compliance
- HRSA Health Center Program requirements;
- HRSA Site Visit readiness;
- Pharmacy credentialing oversight;
- HIPAA compliance;
- Quality management systems.
Pharmacy Regulatory Compliance
- Montana Board of Pharmacy requirements;
- DEA requirements;
- Controlled substance monitoring;
- Pharmacy inspections;
- Licensing and credentialing compliance.
MINIMUM QUALIFICATIONS
Education
Required:
Doctor of Pharmacy (PharmD) from an ACPE-accredited College of Pharmacy.
Experience
Required:
- Minimum five (5) years of progressively responsible pharmacy experience.
- Minimum three (3) years of pharmacy leadership or management experience.
Preferred:
- HRSA 340B Program experience.
- Community health center experience.
- Urban Indian Health Program experience.
- Population health pharmacy experience.
- Multi-site pharmacy operations experience.
Licensure & Certifications
Required:
- Active unrestricted Montana Pharmacist License.
- Immunization Certification.
- CPR/BLS Certification.
Preferred:
- Board Certification (BCACP, BCPS, or equivalent).
- Advanced 340B certification or training.
- Leadership development certifications.
