Digital Accessibility Specialist
The Digital Accessibility Specialist serves as TSTC's institutional technical expert for digital accessibility, supporting compliance with the Americans with Disabilities Act (ADA) Title II, Section 508 of the Rehabilitation Act, and Web Content Accessibility Guidelines (WCAG). This role partners with faculty, instructional designers, Information Technology, Access and Learning Accommodations, Procurement, and operational departments to evaluate digital content, learning technologies, and digital resources for accessibility and usability.
The Digital Accessibility Specialist conducts accessibility assessments, provides consultation and technical guidance, develops remediation strategies, delivers accessibility training, and evaluates third-party technologies to support institution-wide accessibility compliance. This position promotes proactive accessibility practices that enhance the quality, usability, and inclusiveness of digital learning environments and institutional resources.
Hiring Range is $57,542.40 - $63,296.64 USD Annual. The final salary offer will be determined based on the candidate's qualifications and experience. Equivalent combination of education, training and relevant professional experience will be considered.
Essential Functions
Employee will demonstrate TSTC's Core Values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and community members.
Digital Accessibility Assessment & Compliance Conduct comprehensive accessibility evaluations of Learning Management Systems (LMS), digital instructional content, websites, documents, multimedia, mobile applications, and other digital resources using manual and automated testing methodologies. Identify accessibility barriers, document findings, recommend corrective actions, and monitor remediation efforts to support compliance with ADA Title II, Section 508, Web Content Accessibility Guidelines (WCAG), and institutional policies.
Accessibility Consultation & Content Remediation Serve as the institutional technical resource for digital accessibility by providing consultation and remediation guidance to faculty, instructional designers, content developers, and operational departments. Assist stakeholders in designing, developing, and improving accessible digital content, instructional materials, graphics, engineering drawings, multimedia, and online learning resources.
Technology Evaluation & Procurement Support Partner with Information Technology, Procurement, instructional technology teams, and operational stakeholders to evaluate the accessibility of new and existing software, Learning Tools Interoperability (LTI) applications, and third-party technologies. Review accessibility documentation, including Voluntary Product Accessibility Templates (VPATs) and Accessibility Conformance Reports (ACRs), identify implementation risks, and provide recommendations that support informed purchasing decisions and institutional compliance.
Training & Professional Development Develop, maintain, and deliver accessibility training programs, workshops, reference materials, and technical resources that increase institutional awareness and application of digital accessibility principles. Promote best practices related to accessible instructional design, document remediation, assistive technologies, and Universal Design for Learning (UDL).
Accessibility Technology & User Support Utilize and support accessibility technologies, including screen readers, screen magnifiers, captioning software, accessibility testing tools, color contrast analyzers, and related applications to evaluate digital content and assist stakeholders in resolving complex accessibility issues. Provide technical assistance and consultation regarding accessibility software and assistive technologies.
Cross-Functional Collaboration & Governance Collaborate with Access and Learning Accommodations, Information Technology, Procurement, instructional design teams, academic departments, and institutional committees to advance accessibility initiatives and support implementation of institutional accessibility standards. Participate on the ADA Committee and other governance groups supporting digital accessibility compliance.
Continuous Improvement & Reporting Analyze accessibility assessment findings, identify trends, and recommend improvements to institutional standards, workflows, training resources, and digital accessibility practices. Prepare reports, dashboards, and recommendations that support leadership decision-making and contribute to proactive accessibility planning and continuous organizational improvement.
Education & Experience
Minimum Qualifications Bachelor's degree in Instructional Technology, Educational Technology, Information Technology, Computer Science, Accessibility Studies, or a related field. Three years of experience supporting digital accessibility, instructional technology, educational technology, web accessibility, accessibility compliance, or a related technical function. Two years of experience conducting accessibility evaluations, interpreting and applying ADA Title II, Section 508, and Web Content Accessibility Guidelines (WCAG) to digital content, instructional technologies, enterprise software, or websites. Two years of experience providing technical consultation, accessibility remediation guidance, user support, or training related to digital accessibility, instructional technology, or enterprise technologies.
Preferred Qualifications Four years of experience supporting digital accessibility, instructional technology, educational technology, web accessibility, accessibility compliance, or a related technical function. Three years of experience conducting accessibility evaluations and developing remediation strategies for digital content, instructional technologies, enterprise software, or websites. IAAP Certified Professional in Accessibility Core Competencies (CPACC), IAAP Web Accessibility Specialist (WAS), or other recognized accessibility certification. Experience with Canvas Learning Management System. Experience evaluating Voluntary Product Accessibility Templates (VPATs) and Accessibility Conformance Reports (ACRs).
Experience supporting accessibility initiatives within higher education, workforce education, instructional design, or public sector organizations.
Relevant experience may be considered in lieu of a degree, except in cases where a specific degree is required to meet accreditation standards, licensure requirements, or other legislative or regulatory obligations. This includes, but is not limited to, certain faculty positions and staff roles governed by state or federal educational mandates.

Ability to conduct manual and automated accessibility evaluations using industry-standard accessibility testing tools. Ability to interpret and apply ADA Title II, Section 508, Web Content Accessibility Guidelines (WCAG), and institutional accessibility standards to digital learning environments and enterprise technologies. Ability to provide technical consultation and develop remediation strategies for digital accessibility barriers. Ability to evaluate third-party software, digital platforms, instructional technologies, and enterprise applications for accessibility compliance. Ability to develop and deliver technical training related to digital accessibility, assistive technologies, and Universal Design for Learning. Ability to communicate complex technical information clearly through written, verbal, and presentation formats to technical and non-technical audiences. Ability to manage multiple projects, competing priorities, and regulatory deadlines while maintaining a high level of accuracy and attention to detail.

This position is full-time and is classified as Exempt under the Fair Labor Standards Act (FLSA).
Periodic in-state travel to TSTC campuses or meetings beyond the employee's designated or nearest base campus may be required based on business needs.
This position requires sustained attention to digital content, accessibility standards, regulatory compliance, and technical documentation while utilizing specialized software and assistive technologies.
