Castle Rock Water provides drinking water, sanitary sewer, and storm drainage systems for the Town of Castle Rock’s more than 80,000 residents and businesses. Essential Duties and Responsibilities Supervises personnel within the Engineering Division. Assigns and plans work of others. Establishes performance standards, coordinates activities and allocates personnel. Makes decisions related to staffing, performance evaluations, salary increases, and training. Ensures compliance with applicable personnel guidelines and employment law. Provides strategic leadership for the Engineering Division by evaluating organizational needs, developing staffing plans, optimizing workflows and business processes, establishing project management standards, and implementing continuous improvement initiatives to enhance operational efficiency and customer service. Provides leadership through coaching, mentoring, and professional development of Engineering supervisors and staff. Establishes clear staff performance expectations, promotes accountability, supports succession planning, and fosters a culture of continuous improvement, collaboration, and employee engagement. Develops and oversees applicable budgets within the Water, Wastewater and Stormwater Funds including recommendations regarding projects, timing, and impacts to rates and fees. Responsible for inter-departmental communication and coordination and oversight of public education and involvement regarding engineering division projects and activities. Develops and oversees project improvement planning and development for capital improvement projects. Ensures successful completion of projects on time and within budget. Provides senior level reviews of change orders and contract amendments. Ensures development projects are reviewed for impact to program area. Works closely with the Plan Review Supervisor to ensure all projects are being reviewed on time. May meet with developers. Prepares and delivers Town Council, Commission and public presentations. Coordinates with various stakeholders. Ensures effective communication and coordination with outside agencies. Ensures compliance with applicable local, state and federal laws, reporting requirements, permits and environmental regulations. Performs other duties as assigned and as necessary.
CUSTOMER SERVICE/COMMUNICATION
Communicates with all levels of Town staff, developers, contractors, outside agencies and citizens.DECISION MAKING
Gathers and interprets a variety of information to implement solutions relating to engineering designs, construction, operations and strategies and stays current on Town plans and needs, regional projects and industry tools and technology. Decisions are made independently regarding interpretation of design standards and policies, permitting issues, assisting staff on their priorities and technical issues, and the review and approval of consultants’ work. Minimum Qualifications An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: Bachelor’s degree in Civil Engineering field or related discipline; Master’s degree in Civil Engineering is preferred. Experience: Six (6) years' experience that includes project management of capital projects from engineering through construction and at least two (2) years' experience supervising a team of technical professionals; or an equivalent combination of education, training and experience. Licenses and/or Certifications Required A Valid Colorado Driver's License Registered as a Professional Engineer in the State of Colorado or the ability to become registered within six (6) months of hire. Knowledge, Skills, and Abilities Advanced knowledge of the principles and practices of municipal capital project design, engineering and construction contract management, project management, civil engineering, surveying, construction inspection and coordination. Ability to effectively manage capital projects from planning through design and construction. Working knowledge of Microsoft Word, Excel, Project, Outlook and Power Point. Water System Modeling programs Experience in design and construction of utilities roadway, projects. Strong written and oral communication skills to effectively communicate with staff members, developers and outside agencies. Ability to effectively communicate with adversarial parties. Ability to establish and maintain effective work relationships with citizens, developers, engineering consultants, contractors, Town staff and project stakeholders. Ability to make appropriate independent decisions and provide solutions to complex problems. Ability to conduct on-site project evaluations and travel to meetings either within or outside Town limits. Advanced knowledge of and ability to read and understand contract documents, drawings and specifications. Strong public presentation skills. Excellent organizational skills. Ability to apply Town standards and policies to the management of capital projects.
