Fire and Life Safety Officer II (Health Facilities Construction)

Job Description and Duties

This position is entirely field based with travel required to facilities 80%-100% of the time.

Geographical counties to be covered: Alameda, Contra Costa, Fresno, Inyo, Kern, Kings, Madera, Mariposa, Merced, Mono, San Benito, San Joaquin, San Luis Obispo, Santa Barbara, Stanislaus, Tulare, and Tuolumne.

Under general direction of the Regional Compliance Officer (RCO), Health Facilities Construction (HFC), the Fire and Life Safety Officer (FLSO) II (HFC) will observe the construction of healthcare facilities as required to ensure work is performed in substantial conformance with the plans and specifications approved by the Department of Health Care Access and Information (HCAI) and in compliance with the fire and life safety requirements of Title 24, California Code of Regulations (CCRs), the Office’s Policy Intent Notices, Code Application Notices, and other applicable codes; guidelines and policies, and other reference materials.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Working knowledge of Title 19 and 24 California Code of Regulations, National Fire Codes, and other fire and life safety standards applicable to healthcare facilities.

• Experience full-time plan review or t echnical inspection or supervision of general construction projects for fire and life safety compliance in a public or private fire prevention agency.

• Experience advising project participants on construction methods / code-related matters.

• Experience in plan review and field review/observation.

• Working knowledge of computers and applicable software programs.

• Ability to communicate well with others and to handle sensitive issues with tact and diplomacy.

• Ability to develop detailed reports.

• Ability to handle multiple priorities and deadlines.

• Possession of a valid driver license and good driving record.
