SUPERVISORY PROGRAM ANALYST

The primary purpose of this position is to serve as a first level supervisor in the Joint Special Operations University, College of Special Operations providing planning, directing, organizing, and exercising control over nonsupervisory incumbents and all internal processes and programs of record assigned to the Joint Special Operations University (JSOU).

Duties

Help

  • Plans, organizes, and directs the activities of a department within the Joint Special Operations University's College of Special Operations, ensuring that its educational offerings comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organizational, operational, and College of Special Operations educational objectives.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to subordinates regarding policies, procedures, and directives of management.
  • Represents JSOU and assigned departments at a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with USSOCOM HQs, USSOCOM Service Components, Theater Special Operations Commands, Professional Military Education institutions, the Joint Staff, military services, agencies, DOD, Congress, and other US agencies and the public.
  • Develops and writes policy and position papers in response to actions originating in other DOD and non-DOD offices or agencies that have implications for national security and Joint Special Operations doctrine, strategy and concepts of operations. Participates in and assists in the presentation of Joint Special Operations doctrine, strategy, and operations curricula to USSOCOM HQs, USSOCOM Service Components, Theater Special Operations Commands, Professional Military Education schools, the Joint Staff, military services, agencies, DOD, Congress, and other US agencies and the public.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Temporary Duty may be required away from normal duty station to both Continental US and overseas locations.
  • Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
  • It is highly desired the incumbent possess an advanced degree (Master's or higher), or requisite military experience.
  • Extensive experience in joint or interagency environments, preferably in joint military command or staff assignments.
  • The incumbent must be able to obtain and maintain TOP SECRET security clearance with Sensitive Compartmented Information (SCI) access.
  • Additional duties supporting academic and administrative aspects of a military school may be assigned.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a centrally managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 , or equivalent in other pay systems. Examples of specialized experience includes directing the activities of assigned personnel and reviewing current joint special operations issues; synthesizing and simplifying complicated information. Conducting complex scholarly (non-scientific) research studies and analyses and evaluating divergent professional opinions affecting significant national security and joint operations doctrine, strategy, and concepts of operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of current National Security and Defense Department Policy in order to nest JSOU courses and other support to the SOF Enterprise within these priorities. Knowledge of the history of Special Operations Forces, illustrative military operations, organizational structures, management, strategic planning, command and control mechanisms, Multi-National Special Operations Forces and the capabilities/application of Special Operations Forces across the spectrum of conflict.

2. Knowledge at the expert level in one or more of the following subject matter areas: Joint SOF Doctrine/SOF C2 structure, SOF Air Operations, SOF Maritime Operations, Unconventional Warfare, Counterterrorism, Psychological Operations (PSYOP), Civil Affairs Operations, Foreign Internal Defense, Counter insurgency, Multi-National Special Operations, Irregular Warfare, and Interagency Activities and Interoperability.

3. Knowledge of the learning theory of instruction and skilled in the development and delivery of Special Operations educational and instructional work. Knowledge of using a variety of education techniques and methods to a geographically dispersed audience with varying educational backgrounds in an effective and efficient manner. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis of Special Operations Forces (SOF) issues as pertain to Joint Special Operations doctrine, strategy, concepts of operations, and other complex issues.

4. Knowledge of safety and security regulations, practices, and procedures.

5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employee in this TDP, the incumbent is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalysis testing. The incumbent must sign a statement acknowledging the position occupied is a TDP.
