General Definition:
Directs, plans and manages the Environmental and Land Management Department to fulfill mission statements for EPA and Land Management to achieve and complete deliverables.
The highest duty of this position is to provide effective and timely service to Tribal citizens of the Eastern Shawnee Tribe (ESTO).
Supervision Received: Tribal Administrator
Supervision Exercised: Supervises a staff of 8 employees
Essential Job Functions:
· Responsible for overall management, implementation and administration of the following:
-EPA Land Management
-Four Feathers Recycling Center
-Growing Thyme at the Red Barn
-Property management
-Water and Wastewater System operations
-General Environmental Health
· Develop program budgets for Environmental Programs (including EPA, Growing Thyme at the Red Barn, Water/Wastewater Operations, Property Management, and self-Governance programs.)
· Write Department grants; develop work plans and budget justifications for EPA grants, BIA grants, and other applicable grants, renew grants as applicable.
· Prepare and/or review monthly, quarterly and end-of-year reports as required by EPA, Tribal Government and other federally funded programs.
· Compile data, gather statistics seeking areas for growth for the next phase of the Environmental Program.
· Manage Environmental Health functions by ensuring completion of Food Safety Audits at ESTOO food and beverage facilities including Indigo Sky Casino, Outpost Casino, Early Child Learning Center, and AOA, and temporary food establishments during Tribal events.
· Works with the Bureau of Indian Affairs (BIA) to complete data entry into the Trust Account Asset Management System (TAAMS), trust leases, negotiated sale, gift deed, patent fee, right-of-way, and service line agreements.
· Manage Property Management program including housing application reviews, provide status updates, and assist with problem solving for Property Management duties.
· Research codes and ordinances for land management and EPA to recommend to Council to adopt by resolution.
· Perform and assist with Environmental Assessments for Tribal projects.
· Investigate environmental complaints and respond to emergency situations on Tribal lands.
· Manage all department budgets in accordance with Tribal and Federal guidelines.
· Supervise staff efficiently and in a manner that promotes a team environment, builds camaraderie, and fosters a positive work environment.
· Represent the Tribe in a professional manner at all times to include communications with Tribal members, external entities, and fellow employees.
MINIMUM QUALIFICATIONS:
Education:
· Bachelor’s degree in environmental science or similar field and 2-4 years related experience and/or training; or equivalent combination of education and experience required
· High School Diploma or GED required.
· Tribal Government experience preferred.
· Experience in researching data needed for grant reporting and compliance preferred.

· Excellent verbal and written communication; able to present information/speeches/articles for publication and present the information to top management, public groups and/or boards of directors, etc.
· Able to work with mathematical concepts such as probability and statistical inference, fundamentals of plane and solid geometry and trigonometry.
· Able to apply concepts such as fractions, percentages, ratios, and proportions to individual situations.
· Able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
· Able to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
· Able to reason analytically.
· Knowledge of Abila MIP Fund Accounting, Microix, and advance skills in Microsoft Excel.
· Data management and spreadsheet maintenance skills required.
· Knowledge of Microsoft Office (Word, Excel, PowerPoint)
· Able to use ArcPro for mapping.
· Respect for all Tribal Members, Tribal Officials, Supervisors, and Co-Workers
· Excellent problem solving and conflict resolution.
Licenses/Certifications:
· Must be able to pass a background check as a condition of employment
· Current valid driver’s license
· Must be able to complete pre-employment drug test with a negative result.
· Must be able to obtain a Registered Environment Specialist/Registered Sanitarian license from the State of Oklahoma or National certification.
