Facilities Maintenance Technician III (Lead)
Job Location: Edward R. Murrow Transmitting Station, Grimesland, NC
Work Schedule: Full Time, 40 Hr/wk, Eight (8) hours/day, (Mon-Fri)
Work Environment: Work is performed in an industrial environment involving electrical and mechanical equipment. Heightened safety precautions are required.
Job Overview
This position is located at the Edward R. Murrow Transmitting Station in Greenville, North Carolina. The Facilities Maintenance Specialist-III is responsible for providing day-to-day direction, technical guidance, and oversight in all facets of the Station's physical plant and associated buildings and grounds elements. These include: the operation and maintenance of power generators; buildings and grounds; support utilities; subordinate mechanical systems associated with the radio station infrastructure; vehicle fleet management; outside structures; and, antenna/switch bay systems. The position, in addition to the overall management of the facilities arena, is a working technician with mastery skills and knowledge in multiple facility disciplines to include: electrical and fuel distribution, building structural elements and advanced journeyman skills to include: welding and brazing, plumbing, and machinist operations.
The wide array of responsibilities requires the incumbent to be available on a 24-hour basis, seven days a week.
Duties
Serves as a team leader, assigning work and coaching team members and reporting to management on their performance.
Ensure that all power generating equipment is operated in accordance with applicable electrical power contracts, program and operating procedures, Agency instructions, and national/state standards.
Develops and implements a preventive maintenance program to maximize operating efficiency and provide optimum equipment availability and reliability for all generators, antenna/RF transmission systems, and vehicles.
Responsible for the operation, preventive and corrective maintenance of various station utility systems, i.e., water, sewer, drainage heating, cooling and lighting. The repair of domestic and industrial appliances (and devices) is carried out under the purview of the incumbent.
Responsible for the operation, maintenance and management of the station's mixed vehicle fleet. Vehicle sizes range from passenger sedans to large utility-type rigging trucks. The Buildings and Grounds equipment ranges from small riding lawnmowers to large farm tractors, various pieces of construction equipment, i.e., rigging trucks, and welders, etc.
Responsible for the development of budget projections to ensure necessary funds are allocated for facilities operations. Provides guidance in administering the allotted budget in accordance with an established financial plan and facilities' requirements.
Proposes M&R projects to ensure that the station will maintain uninterrupted long-term operation. Also ensures that procedures are in place for the implementation of M&R projects to ensure that project deliverables are introduced into the station at the proper time and with minimal disruption.
Prepares routine reports including: Monthly, Quarterly and Annual statistical reports, budget estimates, annual, quarterly and monthly financial plan reviews, etc. Prepares periodic progress reports on approved major projects, establishes operating and maintenance procedures, drafts the station Transportation Plan and other communications as required.
Prepares Statements of Work, task orders, requisitions, and other procurement instruments for parts, supplies, and services required for sustained facilities and support services requirements.
Serves as the Contracting Office Representative (COR) responsible for overseeing and assessing the work of contractors performing: field and yard mowing; transmission line and pole maintenance; antenna structure maintenance and repair, generator service; janitorial; and, other contracted facilities support activities.
Provides day-day oversight of contracted facilities maintenance personnel, establishes work priorities and maintenance assignments.
Plans, performs or directs the work involved in the installation, major and minor repair, disassembly, maintenance, inspection, diagnosis, and operational testing for necessity or adequacy of repairs of all mechanical and electrical systems and equipment on station as follows:
(1) Multi-zoned summer (refrigerant) air-conditioning systems ranging in size up to 100 tons, with cooling coils, cooling towers, circulating pumps, dampers, fans, and automatic Johnson electric-pneumatic control system, duct work, condensers, etc.
(2) Fan rooms, radiators and circulation pumps associated with transmitter cooling systems.
(3) Winter air-conditioning and heating systems, including oil-fired hot water heating boilers with related heating coils, unit heaters, circulating pumps, etc.
(4) Air compressors and air dryers to supply the Johnson pneumatic controllers and other systems.
(5) Low voltage electrical distribution systems to include three phase 240 and 120 power systems, motor control panels, motors, heat exchangers, and, lighting and utility panels and distribution circuits.
Other duties as assigned.
Qualifications
Incumbent must have a minimum of five (5) years of experience in trade related skills within an industrial or comparable environment.
Must have proven prior performance as a lead and/or supervisory responsibility within industrial or construction discipline.
Knowledge of, and skill in applying, the full range of principles, concepts, and methods of facility administration sufficient to: inspect facilities to evaluate use patterns and identify maintenance or restoration requirements; coordinate with and assist engineers to ensure adequate maintenance or restoration of buildings and grounds, with minimum disruption; and assist engineers in developing an adequate general cleanliness program.
Knowledge of, and skill in applying, the full range of principles, concepts, and methods of facility operations and material requirements sufficient to:
+ conduct surveys;
+ coordinate the utilization of buildings, utilities, and storage operations;
+ coordinate the location of furniture, equipment, materials, chemical solvents, and flammable materials;
+ prepare building layouts to accommodate mission needs, including specifications for specialized equipment;
+ provide assistance to building contractors; and
+ conduct site inspections and evaluations to validate modification requests and to determine the means and methods to fulfill the requests
Knowledge of, and skill in applying, the full range of principles, concepts, and methods of facility administration sufficient to:
+ review and study manufacturer's equipment maintenance, repair, and other descriptive literature covering materials and equipment to ensure they meet plans and specifications;
+ ensure quality and timeliness of work performed by contractors;
+ ensure contractors comply with terms of contract;
+ perform diagnostic inspection of facility structures, related electrical and mechanical systems, and equipment; and
+ prepare inspection summaries and narrative assessments of facility conditions.
Demonstrated understanding of the physical aspects of managing a complex, electrical power generating and distribution facilities, and the ability to apply those engineering theories and techniques that are characteristic to shortwave broadcasting.
Knowledge of, and skill in applying, the full range of principles, concepts, and methods of facility administration sufficient to: inspect facilities to evaluate use patterns and identify maintenance or restoration requirements; coordinate with and assist engineers to ensure adequate maintenance or restoration of buildings and grounds, with minimum disruption; and assist engineers in developing an adequate general cleanliness program.

Communicate effectively through oral and written presentations, to include ability to explain objectives; interpret technical material; and prepare reports, both technical and administrative.
