Risk Management Supervisor

This position supervises and directs the operational functions of the Risk Management Division within the HumanResources Department, including workers’ compensation, liability, property claims, safety, and insurance administration. Provides direct supervision to professional risk management staff and oversight of third‑party administrators (TPA), vendors, and occupational health providers. Supports high‑severity and high‑exposure claim management, actuarial reporting, insurance renewals, and regulatory compliance. Participates in representing the County in executive‑level discussions regarding significant claims and settlement authority. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in‑person presence as an essential job function. Leads, coaches, and develops a team responsible for administering a wide range of complex programs, including but not limited to workers’ compensation, liability, property, safety, and insurance programs. Establishes performance expectations, sets clear goals, and regularly assesses team members’ competences through structured feedback, individual development plans, and performance evaluations. Motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process. Identifies and implements data‑driven solutions by working closely with risk management staff, occupational clinics, departments, and/or offices. In coordination with the Safety Specialist, works closely with Security and Facilities to implement emergency response procedures. Provides oversight of third‑party administrators (TPA), brokers, occupational clinics, and other vendors by evaluating performance, monitoring service delivery, and managing expectations. Assists with managing workers’ compensation claims in coordination with the TPA adjusters. Collects, analyzes, and interprets claim data to identify loss trends and emerging exposures; prepares and distributes quarterly loss reports and statistical analyses to departments and offices. Compiles data to provide to actuaries for the creation of actuarial reports in liability and workers’ compensation, used for budget projections. Interprets and applies risk‑related policies; recommends updates to policies, procedures, and administrative guidelines to align with regulatory requirements and industry best practices. Researches legislative and regulatory changes affecting risk management, insurance, and workers’ compensation to ensure ongoing compliance. Works closely with internal and external legal counsel to assess the County’s exposure and collaborates to develop a plan towards resolution. Reviews contracts in partnership with Procurement to evaluate insurance and indemnification provisions and provides risk‑based recommendations. Assists with administering liability and property claims. Assists with the renewal of county‑wide insurance policies and works with the insurance broker to create any necessary stand‑alone policies. Assists with State filings to comply with workers’ compensation permit renewals and surcharge payments. Provides support and coverage for other risk management positions as needed. Performs other duties as required. Supervision Exercised This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first‑line or second‑line supervisor typically performs these tasks. Supervision Received Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically. Qualifications – Knowledge, Skills, and Abilities Advanced knowledge of property, liability, and workers’ compensation exposure, including the Colorado Workers’ Compensation Act. Sufficient knowledge of self‑insurance programs as well as claims investigation and settlement practices. Data analysis techniques and statistical reporting, including analyzing complex workers’ compensation, liability, and property claim data to identify trends and actionable risk mitigation strategies. Proficiency in preparing clear, concise reports and summaries for leadership, including claim trend analyses and operational updates. Must possess excellent customer service skills. Must possess a high level of organizational skills, initiative, and attention to detail. Must be honest, truthful, trustworthy, and possess a high degree of personal integrity. Sound judgment in evaluating claims and operational risk issues, escalating high‑risk matters appropriately. Ability to maintain strict confidentiality. Ability to evaluate financial exposure and reserve adequacy within established authority levels. Ability to interpret and apply applicable laws, regulations, County policies, and risk management procedures. Ability to lead, manage, and train others with minimal supervision; ability to objectively review, evaluate, and document the performance of employees. Ability to communicate effectively both verbally and in writing with employees, departments, legal counsel, vendors, and leadership. Ability to establish and maintain effective working relationships with internal and external stakeholders. Proficiency in Microsoft Office Suite, with advanced proficiency in Excel, and expertise in utilizing HRIS and claims management systems. Maintain regular and punctual attendance. Required Education and Experience High school diploma or equivalent education. Five years of experience in risk management, workers’ compensation, liability claims, insurance administration, or related field. Preferred Education and Experience Experience in public sector or governmental risk management. Three years of supervisory experience is strongly preferred. Licenses/Certificates Must possess and maintain a valid driver’s license. Professional designation, such as Associate in Risk Management (ARM), Associate in Claims (AIC), Chartered Property Casualty Underwriter (CPCU), or similar, is preferred. Pre-Employment Requirements Must pass conditional post‑offer background investigation, drug screen, and motor vehicle record check.
