Water/Wastewater Services – Assistant Superintendent

GENERAL SUMMARY

Under the direction of the Water/Wastewater Services Manager, the Assistant Superintendent assists in supervising and performing technical maintenance, construction, and operational activities related to the City’s water and wastewater systems. This position supports the training, mentoring, and evaluation of Utility Service Workers and ensures the safe, efficient, and compliant operation of water production and wastewater facilities. The role requires regular interaction with customers and the public and demands professional, courteous communication.


ESSENTIAL JOB DUTIES

All responsibilities must be performed in accordance with the City of Caldwell Personnel Policies and Procedures. Duties include, but are not limited to:

  • Train, supervise, and support employees in the installation, operation, repair, and maintenance of water and wastewater systems
  • Operate andmaintainwells, lift stations, generators, and related infrastructure on a routine basis
  • Assistwith the collection of samples and the installation and repair of pipes, taps, meters, and related equipment
  • Ensure compliance with all applicable state and federal water and wastewater regulations
  • Receive and respond to electronic work orders and communications
  • Utilize the Texas 811 electronic linelocaterequest system
  • Repair breaks in water distribution and wastewater collection systems
  • Perform cleaning and maintenance of City facilities, including well sites, storage sites, lift stations, and the Utility Operations Facility
  • Install, repair, and upgrade water and wastewater lines and meters
  • Safelyoperatetools, vehicles, and heavy equipmentrequiredfor assigned duties
  • Install, repair, andmaintainequipment at wells, lift stations, and other facilities within the scope ofexpertise
  • Investigate and diagnose leaks, stoppages, and service complaints and performappropriate repairs
  • Operate and oversee the use of heavy equipment such as backhoes, loaders, excavators, and sewer cleaning machines
  • Assistin training Utility Operations personnel on equipment and safety procedures
  • Participate in on-call rotations and respond to after-hours emergenciesin accordance withdepartment procedures

  • Maintain assigned vehicles and equipment in safe working condition
  • Establish andmaintaineffective working relationships with City employees and the public
  • Communicate clearly and professionally with customers and staff
  • Accurately complete service records, reports, and required documentation
  • Promote and enforce safe work practices andmaintaina clean, safe work environment
  • Follow City and departmental policies, procedures, and supervisory instructions
  • Exercise sound judgment and decision-making in daily operations
  • Communicate operational issues, concerns, and updates through theappropriate chainof command
  • Perform other related duties as assigned

ADDITIONAL REQUIREMENTS

  • Maintain regular and reliable attendance
  • Comply withall applicable federal, state, and local laws and regulations
  • Respond to emergency situations and after-hours service calls asrequired
  • Participate in standby dutyin accordance withdepartmental procedures

MINIMUM JOB REQUIREMENTS

Education and Basic Requirements

EDUCATION:

  • High school diploma or GED equivalent

EXPERIENCE AND LICENSURE:

  • Minimum of 10 years of experience in water and wastewater operations

  • Minimum of 2 years of supervisory experience
  • Possession of at least a Class C Ground Water Treatment Operator License
  • Possession of at least a Class C Wastewater Treatment Operator License

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of water and wastewater system operations and maintenance
  • Ability to supervise, train, and evaluate staff effectively
  • Strong problem-solving and decision-making skills
  • Ability to read and interpret technical manuals, plans, and regulations
  • Effective verbal and written communication skills
  • Proficiencyin basic computer and electronic work order systems

WORKING CONDITIONS AND HOURS:

  • Work is performed outdoors and indoors in a variety of weather and environmental conditions
  • Regular work hours areestablishedby the department; evening, weekend, and emergency response work isrequired
  • Duties involve exposure to mechanical, chemical, and environmental hazards typical of water and wastewater operations
  • Requires repetitive motion, standing, walking, bending, kneeling, climbing, and working in confined spaces
  • May requirelifting upto 50 pounds and pushing or pulling heavier equipment withassistance
  • Equipment used includes service vehicles, heavy machinery, hand and power tools, testing instruments, and computer systems

ADA REQUIREMENTS:

Physical Demands:
Heavy to medium physical work requiring strength, endurance, and coordination. Must be able to see, hear, speak, and perform fine and gross motor tasks. Requires the ability to lift, carry, push, and pull equipment and materials; climb, bend, reach, kneel, crouch, and work in confined or elevated spaces. Ability to operate motorized vehicles and heavy equipment is required.

Mental Demands:
Ability to read and interpret technical documents, safety procedures, and regulations. Must communicate clearly and effectively, solve operational problems, and make timely decisions. Requires basic mathematical and recordkeeping skills.

Environmental Demands:
Work is performed in indoor and outdoor environments with exposure to weather extremes, noise, chemicals, wastewater, and other conditions associated with utility operations.
