Under the direction of the Community Health Division Director, the Immunization and General Communicable Disease Program Manager provides leadership, strategic direction, and operational oversight for Kitsap Public Health District's general communicable disease and immunization programs. Working in collaboration with executive leadership, the incumbent oversees investigation, response, and case management for general communicable diseases – including tuberculosis – as well as administration of evidence-based immunization practices, school and childcare regulatory compliance, immunization access, and community outreach. Comprehensive knowledge of communicable disease mitigation, public health emergency preparedness, and current immunization practices is required. This management-level nursing position is responsible for leadership, technical support, and direct supervision of assigned staff. The incumbent applies high-level technical expertise to achieve program objectives while actively performing professional nursing duties as a working manager.
Hours: 40 hours per week – 100% FTE, requires occasional evening and weekend hours.
Status: Regular - Permanent full-time position.

Three deferred compensation retirement savings plans are also offered.

Essential Functions Position-Specific Functions:
- Manages, hires as needed, develops, and evaluates a diverse group of clinical and non-clinical District staff.
- Provides immunization-related guidance as needed to District employees, private medical providers, community partners, and the public.
- Assists in the coordination of vaccines provided through the Vaccines for Children (VFC) program and the Washington Vaccine Association to private providers following federal and state regulatory requirements. Assists in updating immunization protocols when there are changes in Department of Health recommendations and communicates changes to affected Kitsap County providers.
- Provides consultation and training on vaccine administration, adherence, storage, and safety to providers and health care professionals.
- Acts as liaison between internal and external stakeholders to achieve program goals and objectives.
- Leads and directs immunization activities and education, including provider outreach, public health guidance, and clinic vaccination operations.
- Keeps current on and complies with HIPAA and other privacy regulations.
- Provides cross-coverage for all other clinical services as needed.
- Supports ongoing county-wide surveillance of reportable communicable diseases. Obtains vaccines, conducts investigations, and collects specimens when indicated. Collaborates with healthcare providers regarding current federal and state public health recommendations and leads implementation.
- Participates in special projects and educational presentations related to immunization and communicable disease prevention. Provides public health support to community-based programs.
- Attends appropriate continuing education courses and program-specific training to keep current in communicable disease and immunization recommendations.
- Develops, implements, and monitors operational goals and objectives to support District strategic directives.
- Works with interdisciplinary teams as required to ensure community members and partners have access to timely, accurate, and relevant public health information.
- Collaborates with the Environmental Health Division to investigate, respond to, and control foodborne and/or vector-borne diseases.
- Develops, recommends, and reviews policies, protocols, and procedures for immunization activities and operations.
- Ensures internal and external program requirements are met.
- Assigns, orients, trains, supervises, and evaluates assigned staff using a participatory leadership approach; monitors performance and provides effective feedback.
- Develops, coordinates, reviews, and evaluates work plan(s), consulting leadership as needed.
- Manages fiscal operations – including contract management, budget development, expenditure monitoring, resource allocation, and funding optimization – in coordination with key staff.
- Incorporates workforce development strategies to build leadership, population-based perspective, and policy development skills.
- Develops and delivers effective public presentations as assigned or needed.
- Conducts staff meetings and training sessions. Collaborates with partners and other programs to develop assigned staff.
- Directs staff assignments and manages complex workloads to optimize efficiency, navigate competing priorities, and meet demanding timelines.
- Addresses employee conduct and performance issues appropriately with support from the Division Director and Human Resources Manager.
- Utilizes appropriate methods for effectively and professionally working with individuals from diverse socioeconomic, cultural, racial, and ethnic backgrounds, encompassing all ages, sexual orientations, lifestyles, and physical abilities.
- Considers and develops alternatives to conventional approaches; encourages the generation and adoption of innovative ideas to improve existing programs and processes.
- Serves as a positive agent for changes in the organization's structural assignment, climate, or operational processes. Ensures effective implementation of required changes.
- Mentors, motivates, and serves as a key resource for assigned staff, actively modeling and promoting team-building skills.
- Leads and supports efforts for new and ongoing community engagement. Establishes positive, mutually beneficial relationships with community partners.
- May serve as a representative on committees and boards of community, state, and/or national organizations.
- Participates in the weekly on-call rotation, providing guidance on notifiable conditions and emerging public health concerns.
- Completes timely and accurate random moments to comply with contractual requirements of Medicaid Administrative Match. Provides review oversight to assess individual random moment submissions by all team members.
General Agency-Wide Functions:
- Accurately completes and submits electronic timecard on a weekly basis.
- Maintains accurate and organized records, databases, systems, and files.
- Prioritizes and plans own work activities. Uses work time and resources effectively.
- Prepares a variety of letters, memos, forms, reports, and other documents; operates computers utilizing various software applications to produce materials with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Responds to public health emergencies as required by the District.
- Participates in quality improvement efforts.
- Serves as a resource person for staff in their area of expertise.

Work Environment & Physical Demands:
- Work is performed primarily indoors in an office environment and clinic setting, with occasional travel to provide education and attend meetings, conferences, seminars, etc.
- Requires the ability to communicate with others orally, face to face, and by telephone. Requires manual and finger dexterity and hand-eye-arm coordination to write and to operate computers and a variety of general office equipment. Requires mobility to accomplish other desktop work, retrieve files, and to move to various District worksites. Requires visual acuity to read computer screens, printed materials, and detailed information. Essential duties may involve occasional kneeling, squatting, crouching, stooping, crawling, standing, bending, climbing (to stack, store or retrieve supplies or various office equipment).
