Your Opportunity Stantec is seeking a Construction Representative experienced with Collaborative Delivery to join our program team and support DC Water in the delivery of a nearly $2-billion, 10-year capital improvement program at the Blue Plains Advanced AWTP and upstream sanitary and stormwater pump stations. As part of Stantec’s Process Facilities Program Manager team, this role is a full‑time position co‑located with DC Water staff at our Program Management Office at Blue Plains to support DC Water on their Process Facilities Program. Job Summary This construction oversight position is responsible for overseeing the work of contractors and commissioning agents involved in the construction, improvement, and/or commissioning of projects. It requires considerable experience in construction management and contract administration. Construction Representatives monitor construction progress through commissioning, closeout, and warranty phases of capital improvement projects. They may be assigned multiple projects at multiple sites and work under limited supervision of an Owner’s Advisor. General Responsibilities Acts as a field representative to ensure all work is completed according to contract documents. Communicates and collaborates with the project team to solve constructability issues. Monitors the contractor’s submittal register and tracks submittal status. Reviews certified payroll submissions and may perform labor standards interviews. Maintains electronic files for all project documentation in the designated PMIS. Ensures contractors maintain accurate as‑built documentation and that the Project Design Engineer reviews as-builts periodically. Assists O&M departments with review of O&M submittals and training. Monitors and reports on the progress of functional testing, operational demonstration, commissioning, and construction closeout. Performs warranty inspections and assists O&M departments with resolving warranty issues. May be assigned additional duties as needed. Knowledge, Skills, and Abilities Ability to read and interpret plans, details, schedules, and specifications. Extensive knowledge of construction methods across disciplines including electrical, I&C, civil, structural, mechanical, plumbing, and fire suppression. Problem‑solving skills, identifying complex problems and evaluating solutions. Excellent interpersonal, communication, team‑building, and conflict‑resolution skills. Independent thinker capable of solving problems within a team environment. Experience delivering projects through collaborative and alternative delivery models (PDB, DB, CMAR) is a strong asset. Minimum Training and Experience Bachelor’s Degree in Architecture, Engineering, Construction Management, or related field. Minimum 15 years of construction experience in water/wastewater treatment facilities and/or pump stations. Strong proficiency in MS Office Suite: Excel, Word, PowerPoint, Outlook, SharePoint. Experience using a PMIS such as eBuilder, Procore, or Oracle Unifier. Experience with AutoDesk applications preferred. Field work may include exposure to the elements, including inclement weather. Pay Range Locations in WA, DC & Various CA, MA areas – $151,700.00 to $227,600.00 annually. Pay Transparency In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Final compensation is based on education, qualifications, experience, and work location. Certain roles are bonus eligible.
