Landscape Architect

Smithsonian

Summary The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in Smithsonian Gardens (SG), Facilities Management (FM), within the Smithsonian Institution (SI). Smithsonian Gardens is a Smithsonian recognized Collections Unit that manages collections of garden artifacts, living plants, and the Archives of American Gardens. Responsibilities The Landscape Architect plays a central role in shaping and advancing Smithsonian Garden's landscape initiatives, ensuring that all design, planning, and construction activities reflect aesthetic excellence, environmental stewardship, and alignment with the Smithsonian's mission and long-term planning goals. In this position, you will: Lead landscape architecture projects and coordinates work of staff, contractors, consultants, and interdisciplinary project teams. Lead or coordinate master planning, site design, renovation, historic preservation, replacement, and new construction projects affecting Smithsonian Gardens landscapes and grounds. Review construction documents, specifications, drawings, contractor deliverables, and project submittals to ensure compliance with contracted requirements, Review and provide comments on construction, renovation, and SD 410 review projects that occur within, adjacent to, or otherwise affect Smithsonian Gardens areas. Formulate and present public presentations, educational lectures, reports, contract documents, project specifications, and correspondence. Requirements Conditions of Employment Requires career/career-conditional status or eligibility. Males born after 12/31/59 must be registered with Selective Service. Conditions of Employment Qualification requirements, including one year time-in-grade at the next lower grade level for promotion candidates, must be met within 30 days of the job announcement closing date. See the 'Required Documents' section for additional information. For information on qualification requirements, see Qualification Standards Handbook for General Schedule Positions viewable on OPM Website. Qualifications Basic Qualifications: Degree: landscape architecture or landscape design. Note: Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university is qualifying for GS-7. OR Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Experience Equivalent to a Degree in Landscape Architecture: A degree in landscape architecture indicates that an applicant has the basic background to perform professional landscape architectural work at the beginning levels and has the potential to develop the skills and abilities required at the higher levels. Experience may be substituted for education to the extent that it provided the equivalent back-ground. However, because an education provides some knowledge that cannot be measured in terms of course content, but rather is part of general knowledge and cultural background gained as a result of interrelationships among courses, careful judgment must be used in evaluating experience substituted for education as provided for in paragraph B of the basic requirements. The objective of providing for the substitution of experience for education is to avoid excluding proven professional landscape architects from the Federal service. However, relatively few applicants will qualify on the basis of experience alone. The time required in the case of an individual applicant to acquire the required experience may take substantially more than 4 years. In view of the breadth and depth of training required, it is rare that a person will qualify without some course work in addition to experience. Applicants who apply on the basis of experience in lieu of education are required to show how their background is equivalent to a degree. In order to qualify at the entrance level, non-degree applicants typically must have experience or study that included site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; and the supervision or review of landscape construction. Evaluation of Experience: The following kinds of experience are not acceptable as professional landscape architectural experience: routine drafting or developing of plans where original investigations or designs are not involved; laying out or executing illustrations in black-and-white or in color; nursery work involving the propagation of trees, shrubs, vines, etc.; experimental, horticultural, or landscape gardening; breeding, testing, propagation, culture, and production of plants, flowers, trees, crops, etc.; forestry work involving the management of forest resources for the continuous production of timber, water, forage, and other forest values; architectural and engineering work limited to the design of structures; work in city and community planning that relates primarily to the broad social and economic growth of cities and communities and the organization of community services and facilities. In addition to the basic qualification requirement above: Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service. For this position, specialized experience is defined as preparing or reviewing landscape design documents construction documents; assessing site conditions: which includes: accessibility, grading, drainage, hardscaping, plant selection and establishment; managing projects through all phases of design, construction, and implementation for new construction, renovations, historic preservation, or replacement projects of properties such as campuses for public institutions, government facilities, or historic park settings. Your resume must be no more than two (2) pages and should clearly demonstrate how your experience aligns with the responsibilities and specialized experience required for this position. Do not copy language directly from the vacancy announcement, as you will be deemed ineligible for consideration. Instead, provide detailed, descriptive information about your actual experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. Special Instructions for Foreign Education: If you are qualifying by education and/or you have education completed in a foreign college/university described above, it is your responsibility to provide transcripts and proof of U.S. accreditation for foreign study. For instructions on where to fax these documents, see the "Required Documents" section of this announcement. In an effort to streamline our hiring process, SI employees whose current position of record is in the same job series (807) and who are in a Federal competitive as this advertised position, are not required to submit a transcript with your application package. However, if selected, you will be required to provide a copy of your transcript before your start date in the position. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Education Basic Qualifications: Degree: landscape architecture or landscape design. Additional Information This position is not included in the bargaining unit. Recruitment Incentive: Recruitment incentive(s) may be authorized for this position. However, approval for incentives are contingent upon various availability. If authorized, certain incentives will require the incumbent to sign a service agreement to remain in the Federal government for a certain time period. Note: This statement does not imply nor guarantee an incentive will be offered and paid. Selections may be made for vacancies across the Smithsonian Institution (SI). By applying to this position, you agree to allow your application and other personal information to be shared with one or more SI hiring officials for employment consideration for same/similar positions within the location(s) identified in this announcement.
