Description of Work 60013698- Engineer II Salary Recruitment Range: $63,927-89,241 Salary Grade: NC 18 The posting will close at 11:59 p.m. the night before the closing date. This position inspects manufactured and modular homes and buildings in Western North Carolina to ensure compliance with federal and state codes. Responsibilities include plan reviews, in‑plant and field inspections, dealer lot inspections, and investigation of consumer complaints. The role involves engineering review of structural, electrical, mechanical, plumbing, and general construction plans, as well as providing code interpretations and supporting local inspection departments. The position may also participate in HUD joint monitoring and serve on the State Emergency Response Team during emergencies. The primary purpose of this position is to inspect HUD manufactured homes and modular homes and modular buildings in Western North Carolina for compliance with federal and or state codes. This position will perform dealer lot inspections of manufactured homes for compliance with federal and or state codes and regulations. This position investigates complaints regarding manufactured homes and modular construction. This position also conducts on-site or in-plant inspections and investigations as deemed necessary by management to carry out responsibilities and duties of the Manufactured Building Division. This position involves engineering review of plans and specifications for factory‑built modular buildings, single and multi‑story, to ensure compliance with the North Carolina State Building Codes. The work includes evaluating structural, construction, plumbing, mechanical, and electrical plans, as well as related specifications and calculations prepared by manufacturers and verified by Third Party Certification Agencies approved by the North Carolina Building Code Council. For Manufactured Housing, the role also includes providing oral and written interpretations of Federal and North Carolina Manufactured Housing Codes and regulations. This position may conduct in-plant monitoring inspections of manufactured home manufacturing facilities as part of HUD's joint monitoring of Primary Inspection Agencies and monitor manufacturers, complaint handling and remedial actions. Employee may assist local inspection departments to resolve problems involving N.C. State Building Code and interpretations of the code. The range of buildings inspected by this position vary from HUD manufactured homes to Modular Level Ill buildings which can include high-rise buildings, institutional and hazardous occupancy. During State Emergencies, this individual may be called upon to serve as a member of the State Emergency Response Team (SERT). This position must have the ability to apply code and regulations to site related problems. This position may be assigned additional duties as needed to support organizational efficiency. Knowledge Skills and Abilities/Management Preferences Management Preference: Possess a Standard Level II Certification Meet the qualifications for a Probationary Level III Certification in at least four of the certifications (Electrical, Building, Plumbing, Mechanical or Fire) issued by the North Carolina Code Officials Qualifications Board or be registered as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.must be able to obtain all five (5) Level III Standard or Probationary Certifications within three (3) years of hire date.
