POSITION PURPOSE:

Responsible for ensuring financial monitoring and compliance for subrecipient and third-party reimbursements. This position performs professional accounting work with providers on behalf of the BVCOG HIV Services department and HHS grants. This position will act as a fiscal monitor, support the monitoring of agency contracts within the program; and assess and manage risk. 

The work performed will include monitoring, collecting, maintaining and reporting of all fiscal information to ensure grant compliance as well as identifying, minimizing, and mitigating risk through recommendations for improvement or corrective actions as appropriate. This role is responsible for ensuring compliance with grant, state and federal regulations. This position reports to the HIV Services Manager. Full-time. In-person. Travel required up to 30%.

ESSENTIAL FUNCTIONS:

• Act as a subject matter expert on fiscal compliance principles, federal/state fund source requirements, and accounting procedures needed to ensure good stewardship of public funds.
• Develop and implement annual fiscal monitoring schedule to ensure all subrecipient sites are evaluated.
• Determining the nature, scope and direction of fiscal monitoring to ensure compliance with applicable federal, state, local regulations and accounting standards and contractual obligations.
• Conduct fiscal monitoring of subrecipients' activities to ensure that costs are appropriate, allowable and sufficiently documented to adhere and meet grant requirements. (i.e., analyzing program funding information; collecting financial records; performing office reviews; identifying potential compliance issues; scheduling site visits with providers; inspecting fiscal operations; preparing written reports; and making recommendations based on findings).
• Monthly audit of supporting documentation to the providers submitted billing documents and the services into the Uniform Reporting System
• Assist in the interpretation of data and protects the confidentiality of materials and records when sharing any such information within applicable legal confines.
• Identify potential compliance issues, deliver recommendations for improvement or corrective actions to mitigate risk.
• Prepare, compile and write fiscal monitoring summary reports.
• Review and approve any Corrective Action Plans submitted by service providers.
• Display the highest ethical and professional behavior in working with agencies and administrators and serves as a role model for developing a strong culture of compliance.
• Assists in special projects such as research and analysis of financial information and reports requested by auditors and/or Director of Finance.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

• Minimum of a bachelor’s degree in accounting, business management, or a related field. Preference may be given for a Master’s degree in accounting or a CPA.
• Experience: 3 years professional experience in general, non-profit or governmental accounting with auditing, financial analysis and documented findings.
• Knowledge of one of more of the following: 
  • Ryan White Program rules and requirements.
  • CFR 200 or Uniform Guidance,
  • Generally Accepted Accounting Principles (GAAP),
  • Generally Accepted Auditing Standards (GAAS),
  • Governmental Accounting Standards Board (GASB),
  • Risk Management Standards/Guidelines
  • Internal Controls.

• Valid driver’s license and the ability to travel within the State.

SUPERVISION:

Reports directly to HIV program manager. Ability to work independently and to assume responsibility for completion of complex workload without close supervision.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

• Office environment with regular travel across the state of Texas; occasional evening or weekend meetings.
• Ability to attend site visits and public events; may require prolonged periods of sitting, standing, and using a computer.
• Work week is Monday through Friday during normal business-type hours (8am-5pm). Weekend hours may be required during special events or projects.

COMPENSATION & BENEFITS

• Competitive salary commensurate with experience (range: $55,000 – $59,000 DOE).
