Assistant General Counsel

Hours: Full-Time – 35 Hours Work Location: 30-30 Thomson Avenue, LIC, NY 11101 About the Agency The New York City Department of Design and Construction (DDC) serves as the City’s primary capital construction project manager that delivers the construction and renovation of civic facilities and infrastructure for New York City. Working with partner agencies, architects, contractors and consultants, DDC builds and renovates public facilities and advances roadway, sewer, water main, and streetscape projects across all five boroughs. Position Summary The DDC Law Division’s Assistant General Counsel will provide legal support across a broad range of matters including contract drafting and review; procurement, construction, insurance, environmental, and employment law; litigation support and claims analysis; Freedom of Information Law (FOIL) requests; conflicts of interest reviews; grant preparation; real estate and land use matters; funding and security agreements; labor and employee relations issues; and general legal research and opinion drafting. Responsibilities Review and revise professional, construction, and design‑build contract documents and communicate contract approval and public procurement requirements to the agency’s construction and design divisions. Perform litigation support activities and commercial claims analysis for matters pending with the NYC Law Department and the NYC Comptroller’s Office. Review agency responses to the public pursuant to FOIL and coordinate agency responses in collaboration with the public relations office. Evaluate and provide legal guidance on conflicts of interest related matters to agency staff and management. Assist with the review of real property issues that impact the agency’s construction efforts, including oversight of condemnation proceedings under the NYS Eminent Domain Procedure Law, review of leases, title reports, surveys, and preparation of license agreements and land use actions. Prepare funding and security agreements for OMB review and approval, ensuring the City’s first‑priority security lien interests under the UCC. Assist division staff with procurement appeals and decision processes, including drafting opinions and presenting facts and decisions to the Agency Chief Contracting Officer and agency staff. Assist the Director of Labor Relations, Human Resources, and others on employee issues, collective bargaining agreements, grievances, and related matters. Conduct research and provide recommendations for the interpretation of various laws, rules, and regulations. Support other assignments and projects related to public procurement, contract law, construction, property‑related issues, FOIL appeals, secured transactions/UCC, environmental law, eminent domain, commercial leases, insurance issues, access agreements, conflicts of interest, equal employment, and employment law. Track and report work to DDC Law management as required. Collaborate with other staff to ensure timely completion of legal matters and compliance with agency policies. Qualifications Admission to the New York State Bar. One year of satisfactory United States legal experience subsequent to admission to any state bar, or six months of satisfactory service as an Agency Attorney Intern. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. Additional Requirements All candidates must be currently authorized to work full‑time in the United States. Candidates must provide original documents proving citizenship or the legal right to work in the U.S. DDC does not sponsor any visa applications or extensions. Educational credentials must come from a U.S. Department of Education‑recognized accredited institution. Credentials from foreign institutions require equivalency verification. Preferred Skills Organized and able to multi‑task. Excellent verbal and written communication skills. Proficient with Microsoft Excel or similar software. Benefits Public Service Loan Forgiveness program information is available through the U.S. Department of Education. New York City residency is not required for this position. Salary range: $73,476.00 – $84,498.00.
