Office Engineer - Wastewater

Position Overview The Office Engineer is a critical member of the construction management team and uses technical expertise to support submittal and Request for Information (RFI) management and review of payment applications, change orders, contractor work plans, shutdown requests, and other documents. The role involves interpreting plans and specifications, evaluating technical data, and developing status reports. The Office Engineer works under the supervision of a Construction Manager or Owner’s Advisor and is required to be on site at the client office in Washington, DC, at least 3 days per week. Responsibilities Help the Construction Manager or Owner’s Advisor plan, organize, and implement effective processes for managing construction documents, including correspondence, submittals, RFIs, field directives, proposed change orders, payment applications, contractor work plans, and shutdown requests. Serve as the Submittal/RFI Coordinator in the electronic project management information system. Review submittals and RFIs for compliance with contract requirements and track & report review status. Interpret drawings, plans, specifications, and technical data. Participate in construction meetings, record minutes and action items, and support client staff. Provide support during project closeout. Perform various ad‑hoc tasks such as construction research, technical research, and project document review. Perform other duties and responsibilities as assigned. Qualifications – Required Skills and Experience Bachelor of Science degree in engineering from an ABET accredited program and five (5) years of experience on multi‑discipline construction projects. Proficiency with contract management software; experience with Oracle Primavera Unifier preferred. Strong proficiency in MS Office Suite products (Excel, Word, PowerPoint, Outlook). Knowledge of wastewater facility design and construction. Knowledge, Skills, and Abilities Knowledge of local, state, and federal building codes, water/wastewater industry standards, construction principles, techniques, procedures, and materials. Ability to read and comprehend construction plans, specifications, shop drawings, technical submittals, and other documents. Excellent communication and interpersonal skills, both verbal and written, and ability to interface effectively with client staff. Detail‑oriented with strong analytical, problem‑solving, and time‑management abilities. Independent thinker capable of solving problems within a team environment by analyzing technical issues, applying underlying principles, streamlining workflows, and delivering value‑added solutions. Prior to joining the program, candidates are subject to review and approval by DC Water in accordance with our contract.
