This Civil Engineer role focuses on land development projects, providing comprehensive design and permitting support for commercial and residential sites. You will use Civil 3D to develop site layouts, grading plans, stormwater systems, and erosion and sedimentation control designs, while supporting regulatory permitting activities such as NPDES and DEP approvals. The position offers the opportunity to work across multiple project types in a small, collaborative team environment with direct exposure to senior leadership.
Responsibilities

• Develop detailed site layouts for land development projects, including commercial and residential properties.
• Lead and support commercial planning activities, ensuring designs align with client objectives and regulatory requirements.
• Perform residential planning, including lot layout, access, utilities, and drainage considerations.
• Design grading and utility plans using Civil 3D, ensuring proper drainage, constructability, and compliance with standards.
• Prepare erosion and sedimentation control designs that meet applicable regulations and best management practices.
• Coordinate and prepare DEP permitting documentation, including NPDES permit applications and supporting calculations.
• Design stormwater management systems, including conveyance, detention, and water quality features.
• Develop sanitary sewer designs, including collection systems, alignments, and connection details.
• Design roadway geometry and profiles to support site access and internal circulation for land development projects.
• Contribute to overall land development design, integrating civil, stormwater, utilities, and roadway elements into cohesive project plans.
• Collaborate with project stakeholders and internal team members to review designs, resolve issues, and ensure project quality.
• Use Civil 3D and related tools to produce accurate plans, profiles, and details for construction and permitting.

Essential Skills

• Bachelor of Science degree in Civil Engineering.
• Approximately 3-5 years of experience in land development engineering.
• Proficiency in Civil 3D for site design, grading, utilities, and plan production.
• Hands-on experience with site grading design for commercial and residential projects.
• Experience with stormwater management design, including system layout and hydraulic considerations.
• Knowledge and experience with NPDES permitting processes and requirements.
• Ability to design erosion and sedimentation control measures that comply with regulatory standards.
• Experience with DEP permitting activities related to land development projects.
• Understanding of sanitary sewer design principles and standards.
• Knowledge of roadway design for access and internal site circulation.
• Strong civil design skills, including site development, stormwater, and land development engineering.
• Ability to work on multiple projects simultaneously and manage design tasks efficiently.
• Effective communication skills to collaborate with team members and support project documentation.

Additional Skills & Qualifications

• Professional Engineer (PE) certification is a plus.
• Engineer-in-Training (EIT) certification is a plus.
• Experience with erosion control and sediment control design for land development projects.
• Background in stormwater management design and related regulatory compliance.
• Comfort working directly with senior leadership in a small-company environment.
• Ability to adapt to a broad range of project types and responsibilities.

Work Environment
This position is based onsite in an office environment. You will work within a small team of around 15 people, offering a close-knit, collaborative culture where you can be involved in multiple projects and partner directly with senior leadership. The atmosphere is described as laid back, while still maintaining a professional focus on delivering high-quality civil engineering and land development solutions.
Job Type & Location
This is a Contract to Hire position based out of West Chester, PA.
Pay and Benefits
The pay range for this position is $90000.00 - $110000.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
