Job Description
Kelly Engineering is seeking a Process Safety Specialist with one of our leading clients in the Specialty Chemical Manufacturing industries at their New Castle, DE plant.

\n- \n
- 5+ years of process safety experience within a chemical manufacturing or specialty chemicals environment. \n
- Strong expertise in OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) compliance. \n
- Hands-on experience leading PHA/HAZOP, MOC, PSSR, and compliance audits . \n
- Bachelor's degree in Chemical Engineering (preferred) with strong knowledge of process risk analysis and pressure relief systems. \n
- Experience using PHAST or similar consequence modeling software; CSP certification is a plus. \n
Role Summary

- The Process Safety Specialist is responsible for managing and maintaining Process Safety Management (PSM) and Risk Management Program (RMP) in compliance with OSHA and EPA regulations. \n
- The position ensures site conformance with corporate process safety standards and leads key PSM elements including hazard analysis, management of change, pre-startup reviews, and compliance auditing. \n
Key Responsibilities

- Manage the site's Process Safety Management program \n
- Conduct Process Hazard Analyses (PHA) and manage corrective action plans. \n
- Lead Pre-Startup Safety Reviews (PSSR) for new or modified equipment. \n
- Administer the Management of Change (MOC) process. \n
- Perform PSM compliance audits and track corrective actions. \n
- Maintain the facility's EPA Risk Management Plan (RMP) and prevention programs. \n
- Serve as the site's process safety expert and advisor for SHE (Safety, Health & Environment) initiatives. \n
Preferred Qualifications
\n- \n
- B.S. in Chemical Engineering preferred. \n
- Certified Safety Professional (CSP) preferred. \n
- 7-10 years in the chemical process industry. \n
- 3-5 years of PSM compliance experience. \n
Preferred Experience with:

- Quantitative Risk Assessment (QRA) \n
- Reaction kinetics analysis \n
- Pressure relief calculations \n
- PHAST or similar process safety modeling software \n
