Business Manager

Position Information Employment Status: Full-Time Administrative Position Term of Employment: Twelve (12) Months Salary: Starting at $75,000 annually (DOE) Qualifications Bachelor's degree in Business Administration, Accounting, Finance, or a closely related field. Experience in accounting, finance, business operations, or educational administration. Knowledge of federal grant regulations and governmental accounting practices. Proficiency in QuickBooks and other financial management software. Previous supervisory experience preferred. Job Objective Under the general direction of the Superintendent, the Business Manager administers all financial and business operations of the Pierre Indian Learning Center (PILC). The position ensures sound fiscal management, compliance with federal, state, and local regulations, and supports the mission and goals established by the Indian Board of Education. Supervisory Responsibilities The Business Manager directly supervises: Human Resources Technician Finance Technician Administrative Assistant/Registrar Other personnel as assigned by the Superintendent Benefits Health Insurance Vision Insurance 401(k) Retirement Plan Paid Sick Leave Paid Vacation Leave Paid Holidays Retention Bonus General Guidelines The incumbent shall perform duties in accordance with the policies and procedures established by the Indian Board of Education, applicable federal and state laws, and under the direction of the Superintendent. Accountability The Business Manager is responsible for the efficient administration of the Center's financial and business operations and is expected to exercise independent judgment, initiative, and sound fiscal management. Representative Duties Financial Leadership Provide leadership for all financial operations of the Pierre Indian Learning Center. Develop and maintain sound financial management systems. Analyze financial operations and recommend improvements. Advise the Superintendent on financial goals, policies, and long-range planning. Provide guidance regarding budgeting, accounting, and fiscal procedures. Coordinate financial planning, budgeting, procurement, and investment activities. Maintain effective internal controls over all financial operations. Fiscal Management Prepare and administer the annual operating budget. Develop long-term financial forecasts. Monitor revenues, expenditures, and reserve balances. Ensure compliance with Board policies and legal requirements. Assist in identifying and pursuing grant funding opportunities. Manage cash flow and ensure timely payment of obligations. Invest school funds prudently in accordance with Board policy. Maintain banking relationships and oversee financial transactions. Accounting and Auditing Oversee accounting systems and financial reporting. Ensure accurate management of accounts payable, accounts receivable, payroll, and purchasing. Direct completion of the annual Single Audit. Prepare and submit required federal, state, and grant financial reports, including SF-425 reports, SEFA, IRS Form 990, and other required reports. Ensure compliance with accounting standards and federal grant requirements. Purchasing and Contracts Serve as the Center's purchasing agent. Develop and administer purchasing procedures. Oversee bidding and procurement processes. Negotiate vendor contracts. Review and authorize expenditures. Prepare monthly expenditure reports. Risk Management Recommend appropriate insurance coverage. Coordinate insurance renewals and claims. Assist in minimizing organizational risk through sound financial practices. Property and Facilities Maintain inventory and depreciation records. Recommend disposal of surplus property. Assist with facility planning, maintenance budgeting, and capital improvement planning. Relationship with the Superintendent Provide timely financial reports and recommendations. Communicate emerging financial issues. Recommend policy revisions when appropriate. Respond to emergencies requiring immediate fiscal action. Prepare quarterly reports regarding the financial status of the Center. Relationship with the Indian Board of Education Attend Board meetings and committee meetings. Present quarterly financial reports. Provide monthly financial statements to the Finance Committee. Assist with policy development and implementation. Communicate financial information to Board leadership. Personnel Administration Supervise Business Office staff. Evaluate employee performance. Recommend hiring, training, and professional development. Promote positive employee relations. Assist with implementation of negotiated agreements and grievance procedures. School and Community Relations Maintain positive relationships with banks, auditors, insurance providers, and governmental agencies. Develop partnerships with community organizations and businesses. Represent the Center at meetings with governmental agencies when appropriate. Maintain positive working relationships with local media. General Responsibilities Administer all business operations in compliance with Board policy and applicable laws. Oversee payroll, purchasing, grants, accounts payable, accounts receivable, employee benefits, and financial reporting. Maintain compliance with PL 100-297 grants, ISEP, Title programs, IDEA Part B, USDA School Nutrition Program, employee benefit funds, and other federal programs. Maintain financial reporting systems that accurately communicate the financial condition of the Center. Administer school credit card procedures. Maintain current knowledge of federal and state laws affecting school finance. Maintain inventory and fixed asset records. Ensure all required governmental reports are completed accurately and submitted on time. Serve as custodian of financial, personnel, and other required records. Maintain confidentiality of student, personnel, and financial information. Adhere to the ethical standards of the Pierre Indian Learning Center and the South Dakota Department of Education. Perform other duties as assigned by the Superintendent. Physical Requirements Ability to sit, stand, and walk for extended periods. Ability to use computers and standard office equipment. Ability to lift and carry office materials weighing up to 25 pounds. Ability to travel for meetings, conferences, and training as required. In-Service Training Requirements The incumbent shall attend required professional development, financial management training, and other workshops necessary to maintain current knowledge of accounting standards, federal regulations, school finance, and business administration. Confidentiality The incumbent shall maintain strict confidentiality regarding student records, personnel records, financial information, Board business, and all other confidential information in accordance with applicable laws, regulations, and Board policy.
