Position Description:
Plan, direct, and supervise the Human Resources Department at Alpena Community College. This includes all or parts of recruitment, selection, onboarding, classification, compensation, benefits, employee/labor relations, collective bargaining, contract administration, human resource information systems, and policy development to assure compliance with College policy, state, and federal regulations. This position is also responsible for coordinating the College’s efforts to comply with and carry out its responsibilities under Title IX, which prohibits sex discrimination in all the operations of this College, as well as retaliation for the purpose of interfering with any right or privilege secured by Title IX.
Position Responsibilities:

- Act as the College’s Chief Human Resources Officer serving on the President’s Executive Council.
- Develop, recommend and implement personnel policies and procedures; prepare and maintain the employee handbook, HR policies and procedures.
- Plan, organize and control all activities of the Human Resources Department. Participate in developing department goals, objectives and systems.
- Interview, screen and recruit job applicants for vacancies. Serve as a member of every Search Committee.
- Perform benefit administration to include claims resolution, change reporting, approving invoices for payment. Negotiate and review all benefit plans annually.
- Administer and maintain employee retirement plans including MPSERS state retirement plan, optional retirement plan, and 403(b).
- Implement and update the compensation program; oversee job description development and revisions, conduct annual salary surveys and analyze compensation; monitor the performance evaluation program and revise as necessary.
- Serve on collective bargaining negotiation teams, foster productive working relationships with union representatives, and ensure organizational compliance with the terms and conditions of collective bargaining agreements.
- Serve as the primary contact for investigations of alleged sexual discrimination, sexual assault and sexual harassments of employees and students at ACC, including conducting investigations and completing written reports.
- Coordinate with legal counsel to maintain all Title IX related policies and ensure the content is updated to reflect current regulatory requirements.
- Attend annual training related to sex discrimination and Title IX in order to stay abreast of new developments.
- Lead Clery/Title IX Task Force to oversee ongoing development, review and implementation of policies, procedures and programming related to the Clery Act and Title IX, in consultation with the college attorney.
- Respond to employee relation concerns such as employee complaints, harassment issues and civil rights complaints.
- Conduct exit interviews, analyze data and make recommendations to the Executive Council for corrective action and continuous improvement.
- Maintain and coordinate employee recognition programs.
- Serve on college committees and as a member of MCCHRA.
- Presence on the job is an employee’s fundamental obligation. Regular, reliable, and punctual attendance is required.
- Other duties as assigned by the supervisor.
