Pending Civil Service Exclusion.**Duties and Responsibilities*** Prepares technical reports and reviews comments regarding engineering studies, construction plans, and specifications* Reviews land development design plans, studies, reports, and permits for compliance with the appropriate code and engineering design standards to recommend acceptance* Reviews capital project design plans, project specifications, and cost estimates; attends review meetings and identifies and solves design problems* Coordinates development of project designs with contractors, utility companies, landowners, developers, governmental agencies and the general public* Provides information regarding drainage/floodplain issues, stormwater permits, roadway plans, traffic studies/warrants, and subdivision platting to County personnel and the general public* Advises other Public Works sections on matters related to technical engineering issues* Ensures right-of-way is acquired and coordinates acquisition activities for capital projects* Attend public meetings to discuss capital projects, development projects, or other Public Works issues* Conducts field investigations to evaluate engineering challenges and recommend solutions related to development, traffic/transportation, roadway, drainage/floodplain/stormwater, and construction* Supervises Civil Engineers, Civil Engineering Assistants, and Engineering Technicians* Assists with the preparation of the division budget* Performs related duties as required**Minimum Qualifications*** Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or closely related engineering discipline; six (6) years of civil engineering experience including two (2) years in a lead or supervisory capacity; or an equivalent combination of education and experience* Must be a Licensed Professional Engineer in the State of Texas Must have a valid Class C Texas driver’s license* Considerable knowledge of civil engineering practices and procedures involving traffic, roadway, drainage, and bridge plan design and/or floodplain management* Skill in managing multiple projects simultaneously* Ability to supervise technical and skilled employees; ability to communicate effectively with internal and external stakeholders such as other staff, constituents, developers, and contractors, both verbally and in writing; ability to operate personal computer, peripherals, cellular phone and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, the news media and the public* Must secure and maintain a favorable background investigation and clearance* Must clear a pre-employment physical and a pre-employment drug screen test* May be required to work more than 40 hours during the workweek**Working Environment and Physical Demands*** Frequently working in indoor conditions* Occasionally performs field visits under various environmental conditions and terrain* Constantly moves items weighing up to 15 pounds Occasionally moves objects weighing up to 50 pounds Occasionally moves about the office* Frequently communicates with others; must be able to exchange accurate information Constantly operates a computer and other office productivity machinery* Positions self to perform essential functions Must be able to remain in a stationary position**Working With Bexar County**Bexar County offers employees a competitive salary, retirement, and benefits.
