Job Purpose

The Water Program Manager will be responsible for overall Water Program compliance at a major federal facility campus. The program includes drinking water, storm water, and wastewater compliance with federal, state, local, and agency regulatory requirements.

This role requires experience — and ideally expertise — with the National Pollutant Discharge Elimination System (NPDES), Texas Pollutant Discharge Elimination System (TPDES), and federal and state Public Water System/potable water compliance programs.

The position will provide technical guidance and support to current and proposed operations, consult with internal customers on regulatory applicability, resolve and mitigate compliance issues, and assist in the development and continuous improvement of sustainable compliance programs.

Duties & Responsibilities

The following are examples of responsibilities for the position and are not intended to be an exhaustive list.

Storm Water

• Develop, update, and track compliance with Storm Water Pollution Prevention Plans (SWPPPs) for multiple operating sites.
• Manage compliance under the site Multi-Sector General Permit (MSGP) for industrial stormwater discharges, including preparation of Discharge Monitoring Reports (DMRs).
• Lead all required SWPPP team meetings.
• Prepare Storm Water Annual Comprehensive Site Compliance Evaluation Reports.
• Prepare containment logs.
• Prepare Annual Phase II (Small) MS4 Reports and updates to the Storm Water Management Plan.
• Conduct and/or oversee construction stormwater permit reviews, SWPPP reviews, and inspections.

Wastewater

• Prepare TPDES reports, Industrial Discharge Management Plans, and Industrial Discharge Compliance Risk Evaluation and Recommendation Reports.
• Evaluate proposed sanitary sewer discharge requests.

Drinking Water

• Prepare Drinking Water Monitoring Plans.
• Prepare sampling plan submittals to the State.
• Track drinking water sampling analysis and overall system compliance.
• Conduct and sign for drinking water sampling activities as required by regulatory agencies.

Other Responsibilities

• Support National Environmental Policy Act (NEPA) efforts related to water impacts.
• Support field sampling, inspections, compliance audits, and regulatory reporting activities.
• Review engineering and design drawings, layouts, and GIS maps to assess water compliance issues.
• Periodically support spill response and remediation activities, including on-call responsibilities approximately 8–9 times annually for one-week durations.

Qualifications

Education

• Bachelor’s degree in Environmental Science, Engineering, or related field.

Experience

• Minimum of 5 years of relevant environmental compliance experience. Graduate-level education may be substituted for a portion of the required experience.
• Experience with federal, state, and local water program compliance including storm water, wastewater, and drinking water regulations.
• Strong working knowledge of Microsoft Office applications.
• Excellent organizational, project management, and communication skills.
• Must be eligible for unescorted access to a federal facility, which typically requires:
• U.S. citizenship or permanent residency (green card), and
• no felony convictions.

Certification

• TCEQ Class D Water License is required to conduct and sign for drinking water sampling activities.
