Summary These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of the Principal Legal Advisor (OPLA), in Atlanta, Georgia; Boston, Massachusetts; Charlotte, North Carolina; Chicago, Illinois; Denver, Colorado. Salary The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. Duties Provide reference and research support, including conducting complex legal research and compiling legislative histories. Advise and train OPLA employees in new and emerging library technologies, references, and related information. Draft written training and outreach materials. Assist in preparing content for publication via SharePoint, including lists, libraries, and pages. Assist with maintaining the library budget and preparing budget requests. Enhance resource sharing through DHS and other agency partnerships. Requirements Applicant must be a U.S. citizen. Must successfully pass a background investigation that may include a credit check, review of financial issues, and certain criminal offenses and illegal drug use or possession. Male applicants born after 12/31/59 must register with or be exempt from Selective Service. One‑year probationary period may be required. A pre‑employment drug test will be required. Conditional offers require completion of Optional Form 306, Declaration for Federal Employment, and signing of certification of accuracy of all application information. Qualifications Basic Requirement Completion of one full academic year of graduate study in library science from an accredited college or university in addition to all required work for a bachelor's degree. Transcripts must be provided. A total of at least five years of a combination of college‑level education, training, and experience that demonstrates knowledge of library science principles, literature resources, and essential service‑providing abilities. Transcripts must be provided. Specialized Experience Cataloging and managing circulation of all materials, updates, and supplements in support of a library. Compiling information from statutes, regulations, department orders, digests, commentaries, legal instruments, and other legal reference material. Training users on virtual legal research services. Law Specialization Requirement Legal Education – Completion of at least 24 semester hours of legal study in an accredited law school, with transcripts. Law‑Related Experience – Four years of pertinent experience in legal research, analysis, and instruction, equivalent to successful completion of legal training. Combination of Legal Education and Experience – Any equivalent combination of the above. Education Applicants must submit an official transcript, unofficial transcript, or a detailed course list demonstrating that required coursework has been completed. Transcripts must clearly indicate the courses listed in the qualification requirements. If foreign education is claimed, an evaluation by a private organization establishing equivalence to a U.S. accredited program must be provided.
