Overview Under general supervision, is responsible for supervising professional monitoring activities; and performs related work as required. This is the first supervisory level in the Program Monitor sub-series. An employee in this class is responsible for supervising a small number of monitors and auditors who are involved in the review of contract agencies receiving public funds from the State. This class differs from Program Monitor 2 in that an incumbent of the latter operates at the advanced working level reviewing larger and more complex contract programs. This class differs from Program Monitor 4 in that an incumbent of the latter supervises a large number of monitors and auditors. Responsibilities Supervises staff to ensure their responsibilities are being met. Evaluates performance of staff according to the established schedule and procedures in order to maintain a high performing unit. Manages a team of program monitors and auditors to ensure monitoring assignments are completed timely and accurately. Develops and coordinates training for monitoring staff to maintain a competent staff and provides technical assistance. Remains up to date on new policies and procedures as they are implemented in order to ensure current standards are being met. Discusses implications of employing new or modified policies and procedures with internal management in order to implement best procedures and practices. Examines data collected at the site visit to ensure the monitoring process is thorough and effective. Evaluates program reviews conducted by monitors to verify conformity with procedural requirements. Facilitates meetings to develop specific goals for the unit. Distributes staff assignments based on review of program needs to equalize workflow. Writes narrative and detailed observations, conclusions, findings, concerns, and recommendations relevant to the program to increase productivity and effectiveness. Compares documentation against established standards to determine compliance. Identifies areas that need to be monitored based on contract requirements, complaints received, previous findings, and other pertinent information to ensure compliance with departmental policies and state and federal laws. Reports results of program review which may include findings, observations, and recommendations for program improvements in an effort to ensure compliance. Discusses program observations, report findings and recommendations with agency management to inform them of required corrective action and conducts conferences with contract agency representatives to define the scope of the review and procedures which will be followed for the on-site visit. Qualifications Education and Experience: Graduation from an accredited college or university with a bachelor's degree and three years of full-time professional experience monitoring, developing, or implementing accounting systems or programs with services or related outcomes covered by organizational rules, regulations, or related standards. Substitution of Education for Experience: Additional graduate coursework may substitute for the required experience on a year for year basis to a maximum of two years.
