Are you an experienced HR leader who enjoys balancing people strategy with the day-to-day challenges that come with supporting an organization?

AllCare Health is looking for a Director, People & Culture to partner closely with our VP of People & Culture and leadership team to help shape and strengthen our people practices across the organization.

In this role, you’ll have the opportunity to make an impact across employee relations, workforce planning, organizational effectiveness, compliance, talent strategy, policy development, and change management. You’ll also serve as a member of our Senior Leadership Team and help turn People & Culture strategy into practical solutions that support our employees, leaders, and organization.

We’re looking for someone who brings strong HR experience, sound judgment, and a collaborative approach to leadership. Someone who can navigate complex employee matters while also keeping an eye on the bigger picture.

Summary of the Position

This position is responsible for the support of the development and implementation of strategic People & Culture plans and policies to support AllCare Health’s mission and strategy. They collaborate with the VP, People & Culture and the management team to oversee People & Culture operations, ensure compliance with labor laws, and analyze People & Culture effectiveness by performing the following duties.

Essential Duties

  1. Responsible for labor and employee relations, employee safety, Workers Compensation and People & Culture Policies and Procedures
  2. Ensures People & Culture operations align with company goals so the department can execute tasks efficiently.
  3. Responsible for creation and delivery of People & Culture’s plans, policies, and initiatives that align with AllCare Health’s vision and mission, including recruitment, training, and compensation.
  4. Ensure compliance with employment laws related to the People & Culture function while remaining updated on new developments through research and strategic planning.

Job Duties

  • Serves as a member of the company's senior leadership Team (SLT).
  • Provides specialized reports to the VP, People & Culture and plays a role in driving the long-term success of People & Culture and AllCare Health, as a whole.
  • Collaborates on payroll, benefits, incentives, employee engagement, employee retention, talent acquisitions, and overall People & Culture functions.
  • Aligns with VP, People & Culture to assist in driving workforce planning, organizational effectiveness, and change management initiatives.
  • Assists in helping to develop strategic initiatives for the People & Culture department.
  • Assists in monitoring employees’ progress toward specific career paths or job designations.
  • Promotes equal opportunity and diversity.
  • Monitors company policies and the People & Culture department functions to ensure they comply with government regulations and public policy.
  • Coordinates between staff and management and resolve conflicts that arise in the workplace.
  • Collaborates with the health and safety division by ensuring the reporting and handling any worker's compensation needs that may arise, ensuring proper OH&S policies and procedures are in place and in line with existing People & Culture policies, developing and executing health and safety plans in the workplace according to legal guidelines, preparing and enforcing policies to establish a culture of health and safety, and evaluating practices, procedures and facilities to assess risk and adherence to the law.
  • Assists with recruitment efforts and helps devise robust talent acquisition strategies to find the best potential candidates for vacancies throughout the enterprise.
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Respectfully takes direction from leadership.
  • Meets all required training including those listed in Relias Learning Module System (LMS).
  • Performs other duties as assigned.

  • May require the use of personal vehicle for local travel (subject to mileage reimbursement).

Qualifications

Education

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Public Administration, or a related field strongly preferred; or equivalent combination of education and experience.

Experience

  • 5 or more years' experience as a Human Resources professional with steady HR leadership progression.
  • Experience in problem-solving and conflict resolution.
  • Experience in strategic planning and implementation.

Certificates, Licenses, and/or Registrations

  • Valid Oregon Driver’s License and vehicle insurance.
  • SHRM-SCP, SHRM-CP, or PHR certification preferred.
  • Active SHRM membership.

Technical Skills

  • Deep knowledge of People & Culture functions, including talent management, recruitment, employee relations, performance management, compensation, benefits, learning and development, and other core P&C practices.
  • Advanced proficiency with Microsoft Office Suite (Excel, PowerPoint, Outlook, and Word) and Human Resources systems, including HRIS, payroll, applicant tracking systems (ATS), and learning management systems (LMS).
  • Ability to learn and understand programs such as SharePoint and Policy Tech.
  • Ability to analyze workforce metrics and analytics, develop executive-level reports and dashboards, and use data to support strategic decision-making.
  • Knowledge of federal, state, and local employment laws, workplace investigations, HR compliance, and employee relations best practices.
  • Knowledge of project management and organizational change management principles.
  • Excellent written, verbal, presentation, and public speaking skills.
  • Strong organizational, leadership, analytical, critical thinking, and time management skills.
  • Ability to develop policies, procedures, and organizational standards.
  • Experience leading continuous improvement initiatives and process optimization.
  • Ability to facilitate training and leadership development initiatives.
  • Knowledge of diversity, equity, inclusion, belonging, and culturally responsive workplace practices.
  • Knowledge of trauma-informed organizational principles and psychological safety.

Job requires specialized computer skills. Must be adept at using various applications including database, spreadsheet, report writing, project management, graphics, word processing, presentation creation/editing, communicate by e-mail and use scheduling software.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and work with several abstract and concrete variables.
