Coordinator, Compliance

Assist the Director of Financial Compliance in promoting a culture of accountability, transparency, and regulatory compliance across the district. This position supports the prevention, identification, and correction of financial and operational noncompliance through comprehensive monitoring, auditing, training, and risk mitigation activities. The Financial Compliance Coordinator actively interprets and applies federal, state, and local regulations, including Texas Education Agency (TEA) requirements, district policies, and grant compliance standards to ensure sound fiscal stewardship and operational integrity

RESPONSIBILITIES:

Major Responsibilities and Duties Develop, implement, and maintain an effective district-wide financial compliance and monitoring program aligned with federal, state, and local requirements. Establish and evaluate internal controls designed to safeguard district assets, ensure accurate financial reporting, and promote compliance with applicable laws, regulations, and board policies. Conduct financial, operational, and compliance audits to identify risks, evaluate control effectiveness, and ensure compliance with district procedures and regulatory requirements Investigate compliance concerns and audit findings, coordinate corrective action plans, and monitor implementation to ensure timely resolution. Facilitate and deliver compliance training for campus and department personnel on financial procedures, grant requirements, purchasing regulations, internal controls, and district policies. Maintain comprehensive records of compliance activities, audit findings, investigations, corrective actions, regulatory reviews, and monitoring reports. Review, recommend, and update district financial procedures, compliance manuals, and administrative guidelines to reflect changes in regulatory requirements and best practices. Monitor changes in TEA guidance, FASRG updates, EDGAR regulations, Uniform Grant Guidance, and other applicable laws and regulations, ensuring district practices remain compliant. Collaborate with district departments and campuses to build a culture of accountability, transparency, and continuous compliance improvement. Conduct risk assessments and proactively identify potential areas of financial or operational noncompliance before issues elevate. Assist in the review and monitoring of federal, state, and local grants to ensure expenditures and program activities comply with applicable funding requirements. Support investigations involving fraud, waste, abuse, conflicts of interest, or misuse of district resources and recommend corrective measures when appropriate. Prepare audit reports, compliance summaries, risk assessments, and executive briefings for district leadership, external auditors, and regulatory agencies. Coordinate district responses to external audits, monitoring reviews, and regulatory inquiries while ensuring required documentation is maintained and submitted timely. Serve as a compliance resource for district staff by providing technical assistance regarding financial procedures, documentation requirements, grant compliance, and board policy adherence. Perform other duties as assigned by the Director of Financial Compliance. Comply with policies and procedures established by federal and state law, and local board policy. Attendance at work is an essential function. Perform other duties as assigned.

EXPERIENCE:

Five years experience in school district accounting, auditing, and accounting procedures and other qualifications in governmental accounting as deemed necessary

QUALIFICATIONS:

Bachelor’s degree or higher from an accredited college or university with a major in accounting, business administration or related degree Valid Texas driver's license Eligible for coverage under the District's vehicle insurance program TASBO Certification preferred Special Knowledge/Skills: Knowledge of governmental accounting, school finance, budgeting, auditing principles, internal controls, risk management, and compliance monitoring. Knowledge of TEA regulations, Financial Accountability System Resource Guide (FASRG), federal grant requirements, and EDGAR compliance standards. Ability to interpret and apply complex laws, regulations, policies, and procedures. Strong analytical and problem-solving skills with the ability to identify compliance risks and recommend corrective actions. Excellent written, verbal, presentation, and interpersonal communication skills. Ability to plan, organize, and prioritize multiple projects while meeting deadlines. Proficiency in Microsoft Office Suite and financial management systems. Ability to work independently and collaboratively with district stakeholders. Ability to maintain confidentiality and exercise sound professional judgment.
