Finance Officer

Purpose of Class: Under general direction of the Board of Commissioners and Town Administrator, performs highly responsible financial and budgetary work for the town. Primary Tasks : Keep the accounts of the local government or public authority in accordance with generally accepted principles of governmental accounting and the rules and regulations of the Commission. Disburse all funds of the local government or public authority in strict compliance with this Chapter, the budget ordinance, and each project ordinance and shall preaudit obligations and disbursements as required by this Chapter. Prepare and file with the Board a statement of the financial condition of the local government or public authority, as often as may be requested by the governing board or the Town Administrator, including monthly and year-to-date information. Receive and deposit all moneys accruing to the local government or public authority, or supervise the receipt and deposit of money by other duly authorized officers or employees. Maintain all records concerning the bonded debt and other obligations of the local government or public authority, determine the amount of money that will be required for debt service or the payment of other obligations during each fiscal year, and maintain all sinking funds. Supervise the investment of idle funds of the local government or public authority. Perform such other duties as may be assigned by law, by the Town Administrator, or governing board, or by rules and regulations of the Local Government Commission. Attend any training required by the Local Government Commission under this section. Contract with outside entities, including certified public accountants in good standing with the North Carolina State Board of Certified Public Accountant Examiners, bookkeeping firms, councils of government, and other units of government, to ensure fulfillment of the duties enumerated in this subsection, excluding subdivision (6), except where specifically allowed by law, and subdivision (8). Regardless of the entity performing such duties, the authority, powers, and duties of the finance officer shall not be superseded, and the responsibility for accurate and timely fulfillment of duties lies solely with the finance officer. Post interest and renewals on CD’s Utility Billing Pay bills within a week of invoice receipt or work being completed and/or prior to due date (which ever is sooner) Payroll- Checks issued by the 1st of each month and automatic deposit for full-time employees Work with auditor Prepare and manage budget Enter accounts payable and receivables in database Work in FMS: Set up accounts, billing, reports for auditor, adjustments, reconcile accounts, close accounts, etc. Run other Reports (Not payroll) Periodic report of the status of the Systems Development Fees and Capital Reserve Fund to the Board of Commissioners and Town Administrator Secure and maintain the appropriate fidelity bond for all employees handling funds Recommend and maintain Local Government Commission recommended separation of financial related duties and proper checks and balances Complete and submit Sales Tax Reimbursement Report regularly Complete and submit Payroll Tax Report regularly Complete all reports (weekly, monthly, yearly) within a timely manner. Monthly and yearly reports to be submitted a week prior to the deadline, where applicable. Report any missed deadlines or penalties acquired to the Board monthly Operating Knowledge of Equipment Required : Automobile, computer, copier and other office equipment as required. Character : Adhere to sound and accepted moral practices; Have no criminal history other than minor traffic violations Reporting Relationship: This position reports to and serves at the pleasure of the Town Administrator and Town Board of Commissioners, while working 21-25 hours per week during Town Hall open hours and some work outside of office hours. Education : Graduation from an accredited college or university with a bachelor’s degree in Finance or Accounting, or related field is preferred. Experience : Experience of an increasingly responsible nature in finance and accounting; preferably some experience in local government finance and accounting; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities. Knowledge, Skills, and Abilities: Thorough knowledge of the principles and practices of budgets and accounting. Good knowledge of financial accounting and budgeting software and presentation formats. Thorough knowledge of state statutes, procedures, and requirements relating to municipal governments. ______________________________________________________________________________ Pay and Benefits: $21/ hour (commiserate with experience). Position is in-office working from Town Hall for 21-25 hours per week (typically).
