Position Summary

New York City Public Schools (NYCPS) is the largest school system in the country, composed of approximately 1.1 million students and roughly 135,000 employees, including 79,000+ teachers in approximately 1,800 schools.

The Chief Information Officer provides overall leadership, management, vision, and policy direction in defining the role of Information Technology (IT) for NYCPS in supporting the Chancellor’s priorities of safe, academically rigorous, and truly integrated schools.

The CIO is responsible for defining and executing a systemwide vision for efficient, effective, and responsible technology use that improves the school and family experience at NYCPS. The CIO oversees all technology infrastructure, teams, and services within the Division of Instructional and Information Technology (DIIT). Reporting to the Deputy Chancellor of School Operations, the CIO is an expert in at least one of the following areas—digital service delivery, modernization of technological infrastructure, cybersecurity, or new and emerging technology policy—and leads a team of deputies who are specialized in their respective areas.

Under the CIO’s leadership, DIIT leads the delivery of world‑class teaching and learning to the students of New York City by providing information and technology solutions that foster innovative, instructional, and operational excellence alongside data privacy, security, and best practices. It manages a five‑borough network that connects all schools and NYCPS facilities; oversees a growing portfolio of applications, databases, and software systems used by school‑based and central staff; administers the NYCPS website and intranet; and provides direct support to schools in the form of professional development, help desk, and on‑site support.

The CIO provides policy‑level strategic and tactical planning, development, evaluation, and coordination for all IT systems at the central and school level. Performs related work.

Reports to: Deputy Chancellor for School Operations

Direct Reports: The CIO will oversee senior managers responsible for a diverse and complex set of IT areas, including Strategic Planning and Program Management, Application Development, Infrastructure and Operations, Borough Technology Staff, Data and Security, Educational Technology, and HR and Finance.

Key Relationships: Division of School Operations, Office of the Chief of Staff, NYCPS leadership, IT units and user/stakeholder groups, external partners, City Hall and agency partners, including the NYC Office of Technology and Innovation (OTI) and NYC Cyber Command (NYC3).

Responsibilities

  • Reshape and modernize NYCPS IT infrastructure in partnership with agency leadership and staff
  • Develop and implement a strategic plan and technology vision within the first 100 days that articulates how IT can support NYCPS goals, establishes NYCPS IT priorities, and sets the direction for our systems.
  • Develop and ensure execution of a tactical plan to implement this strategy, including funding approach, timeline (short‑, medium‑, and long‑term objectives), and measurable goals.
  • Protect New York City’s technological infrastructure from cyber threats and ensure operational resilience across all critical systems.
  • Reduce reliance on private vendors for core digital services and infrastructure, including broadband and public‑facing tools used by New Yorkers to access NYCPS services.
  • Collaborate across the agency to set and execute systemwide policy on AI.
  • Uphold strong commitments to data privacy, consentful technology, and AI protections.
  • Understand the business of NYCPS and customer/user experience in order to map needs to technology.
  • Establish and lead a cross‑functional team that will:
    • create visibility across NYCPS on IT projects and expenditures (hardware, software, services); and
    • ensure that IT work has common metrics, standards (security, testing, development), and consistent expectations for IT roles and responsibilities across the organization.
  • Review IT operations across the DOE; identify opportunities to improve quality and consistency, increase efficiency, and strengthen our ability to drive agency goals; implement associated changes.
  • Oversee the development and enforcement of policy and procedures to ensure the security, integrity, and privacy of information and the protection of IT assets.
  • Work with internal and external stakeholders to understand and manage change driven by new technology and approaches.
  • Champion and advocate for system improvements.
  • Attend and/or testify at hearings and public meetings as required

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and four years of progressively more responsible, full‑time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks, at least 18 months of this experience must have been in an executive, managerial, administrative capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, database administration, or planning of data processing or in the supervision of staff performing these duties; or
  • Education and/or experience equivalent to “1” above. However, all candidates must have at least a four‑year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least four years of experience as described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience as described in “1” above.

Preferred

  • Ten or more years of executive or managerial experience.
  • Advanced degree in a relevant field
  • Successful experience in managing a multifaceted information technology operation or other complex and dynamic settings.
  • Experience managing multidisciplinary teams, specifically for delivering digital services or for transformation of IT infrastructure
  • Ability to navigate and develop strategies with various government stakeholders
  • High degree of professionalism; strong teamwork and consensus‑building skills.
  • Strong interpersonal and leadership skills, motivation, decisiveness, flexibility, and sound business judgment.
  • Enterprising and resourceful, organized and results‑oriented.
  • Strategic thinker who can mobilize disparate groups of people toward a common and ambitious goal, manage horizontally and vertically, and translate insights into action.
  • Effective planning and problem‑solving abilities.
  • Advanced written and oral communication skills; ability to communicate clearly and persuasively.
  • Experience in addressing large, legacy data and IT systems.
  • Experience in education and/or public policy issues.
  • Experience in navigating NYCPS protocols.
  • Knowledge of New York City and/or general issues relevant to large urban areas.
  • Specific knowledge of City IT operations, large data systems, finance, and human resources a plus.
