DESCRIPTION The Moores Cancer Center (MCC) is one of just 58 NCI-designated Comprehensive Cancer Centers in the United States and the only one in San Diego County. As a consortium cancer center, it is a collaborative partnership between the UCSD: encompassing 28 departments, 6 schools (School of Medicine, Skaggs School of Pharmacy and Pharmaceutical Sciences, School of Public Health, Jacobs School of Engineering, School of Biological Sciences & the School of Physical Sciences), UCSD Health oncology hospitals and clinics; the basic and public health research and outreach of San Diego State University (SDSU), and the basic and translational research of the La Jolla Institute of Immunology (LJI). Under the supervision of the Assistant Director: Sponsored Projects Office, the Lead Research Administrator will use contracts and grants concepts to manage post-award administration for a select group of Moores Cancer Center (MCC) PIs, Supervisors, and Fund Managers. The position will be responsible for pre-award or post- award duties for a select group of highly productive PIs. Additionally, they will work with high acuity PIs with a sponsored grant portfolio of complex grants funded by a variety of sponsors including the NIH, DOD, NSF, as well as oversee Fund Manager portfolios also with complex sponsored funding. They will act and function as a lead and resource for their team. Incumbent will serve as a technical leader in a particular area, such as federal contracts, state contracts, subcontracts or information systems. In addition to these key responsibilities, incumbent oversees a complex portfolio that will display the expertise with ability to work on any type of proposal. Using this demonstrated mastery of fund management across federal, state, industry, and institutional regulations, incumbent will act as a subject matter expert (SME) who will present at division, departmental, and national meetings. Incumbent is a key point of contact for unit and department and acts as a SME in terms of both technical material but also the institutional knowledge of the assigned portfolio and MCC. Incumbent will act independently and on behalf of the unit and department. Incumbent will cover open positions as needed. Incumbent will be responsible for researching and serving as a key contact regarding complex institutional and sponsor policies, including advising on bridging to clinical research. Relating to this, the incumbent is expected to mentor junior staff and advise leadership on central committees relating to their portfolio and expertise. Incumbent is responsible for broad oversight of research administration ideas and practices including pre-award and post-award management practices and guiding this on the departmental level, notifying leadership of material audit issues that arise, and using deep knowledge of research administration practices to develop and implement tools and processes within MCC. Responsible for managing high acuity PIs with multi project, complex grants and contracts. and will work with sponsors such as the DOD, NSF, and NIH. Responsible for subcontracts on these awards, invoicing and managing international components. In addition to this act as Team Lead and is responsible for the immediate, direct, day to day duties of the members of their respective teams. Will mentor, teach, train, delegate PIs and are responsible for ensuring team members are meeting departmental guidelines and protocols. MINIMUM QUALIFICATIONS Nine years of related experience, education/training, OR a Bachelor's degree in related area plus five years of related experience/training. Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Experience to understand and interpret complex general policy guidelines, making independent decisions and initiating action. Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Ability to manage high volume and complex transactions. Ability to thrive in a busy, high-volume, and deadline driven work environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize to accommodate various requests. Thorough understanding of contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations. Advanced knowledge and experience to analyze and prepare budgets, to identify spending patterns and project future expenditures. Skill in projecting salary, benefit and indirect costs, with knowledge of payroll and personnel regulations impacting such costs. Ability to perform highly complex financial analysis and customized reporting. Knowledge and experience to quickly comprehend GAAP, and financial planning and analysis. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Demonstrated experience designing financial management tools to administer complex awards. Demonstrated experience in budget preparation using automated spreadsheet systems. Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration. Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Strong knowledge of business math and bookkeeping for budget planning and cost analysis. Experience with reconciling discrepancies and audit procedures, experience with UCSD internal audit requirements is preferred. Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements. Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration. Ability to interpret policy for others. Demonstrated knowledge and ability to effectively work as part of a team and collaborate with colleagues, and to establish and maintain cooperative working relationships. Expert knowledge of policies, guidelines and protocols surrounding funding from local, state, and federal sponsors. Demonstrated experience in oversight of multi-person team as well as proven ability to manage and oversee complex team member portfolios. Expert knowledge in grant and financial transaction responsibilities. Must be able to understand, review, and approve transactions as related to grants management and financial compliance. Demonstrated ability to troubleshoot and resolve complex issues. Ability to take initiative and with minimal supervision bring issue to completion and resolution.
