QUALIFICATIONS: The contractor shall provide nurses with the following qualifications:
Registered Nurses (RNs). Contract RNs, including Specialty Registered Nurses (those with experience in Intensive Care, Medical-Surgical Units, Telemetry and Cardiac Monitoring and Emergency Room) shall have:

• Graduation from a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).
• A current license from the Ohio Board of Nursing or a current multi-state license from a Nurse Licensure Compact (NLC) state.
• Current certification in CPR by an American Health Association Vendor.
• Current Basic Life Support certification. If assigned to Intensive Care Unit/Step Down or Emergency Department, contract nurse/RN shall also have current ACLS certification.
• A current CV which identifies the provider's education and professional qualifications commensurate with the position or specialty for which they are being offered to perform. Specialty certification preferred.
• A minimum of two (2) years direct patient care experience within the last three (3) years. VA experience is desirable

Technical Proficiency : Contractor's nurses/RNs shall be technically proficient in the skills necessary to fulfill the government's requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all contract personnel(s).



Roles and Responsibilities:

Scope of Care:

General . The RN assigned to these areas provide direct and indirect nursing care, by contributing to the patient's assessment, determining priorities, identifying nursing measures and therapeutic objectives and evaluating outcomes. The position requires independent judgment and nursing actions, flexibility, organizational skills, and the ability to utilize an interdisciplinary approach in the provision of nursing care.

Organizational Relationship . The RN is subject to the professional direction of the VA Nurse Manager or designee during the workweek. This is NOT an employer employee relationship. On evenings, nights, holidays and weekends, the RN reports through the Charge Nurse to the Nursing Supervisor/Nursing Officer of the Day (NOD). All contracted RNs are required to float among various units within the service area which they are hired, based on operational needs. Floating assignments will be determined by the VA Nurse Manager or designee, Charge Nurse, nursing supervisor/NOD to maintain adequate staffing levels and continuity of care.



Spinal Cord Injury Inpatient : Specialized and comprehensive care environment designed to provide acute, sub-acute, and long-term rehabilitation services for patients with spinal cord injuries or related neurological disorders. These units offer interdisciplinary, patient-centered care that addresses the complex medical, functional, and psychosocial needs of this population



Acute Spinal Cord Injury (6B SCI Inpatient) 32-bed unit provides comprehensive, interdisciplinary care for Veterans who has sustained recent spinal cord injuries or experienced acute complications related to an existing SCI. The focus is on medical stabilization, early rehabilitation, and prevention of secondary complications. Services include:
• 24/7 nursing care specialized in SCI management
• Acute medical interventions for respiratory, cardiovascular, and neurogenic complications.
• Early rehabilitation therapies.
• Patient family and education on SCI care and recovery.
• Psychosocial support and discharge planning.
The goal is to stabilize the patient's condition and initiate rehabilitation to maximize functional independence and prepare for transition to long-term care or home.
Long-Term Inpatient Spinal Cord Injury (LTC SCI CTB Inpatient) 26-bed unit provides ongoing, specialized care for Veterans with chronic spinal cord injuries who require extended inpatient management. The unit focuses on:
• Maintenance of health and prevention of complications (e.g., pressure injuries, urinary tract infections).
• Management of complex medical conditions associated with SCI.
• Rehabilitation and adaptive training to maintain independence.
• Psychological and social support for long-term adjustment.
• Community reintegration planning and coordination with outpatient services.
The emphasis is on quality of life, functional optimization, and continuity or care for Veterans who cannot be managed in a home or outpatient setting due to medical complexity.
RNs working on Spinal Cord Injury inpatient units will be responsible for patient assessments, medication administration, IV therapy, bowel care, dressing changes, assistance with activities of daily living, interdisciplinary team coordination, monitoring, admissions, discharge, internal and external transfers, delegating assistive personnel, electronic medical records documentation, patient transport, and emergency response procedures. The RN has a primary role in assisting patients with spinal cord injury/disorder, achieve and maintain optimum level of physical and psychosocial wellbeing. All RNs assigned to SCI inpatient under this contract will be required to float between units based on staffing needs.



Hours of Operation:

VA Business Hours : VA business hours/hours of operations are twenty-four hours a day, seven days per week (24/7), including holidays.



Work Schedule : Shifts, tours of duty, and hours may vary depending on the unit. Contract nurses/RNs shall be available to work on days, nights, evenings, weekends, and Holidays. Shifts are primarily 12-hours, with some units offering 8-hour and 10-hour shifts.
The Government reserves the right to schedule or reschedule the duty hours to meet staffing and patient care needs. The Government shall provide twenty-four (24) hour notice of any schedule changes.
Contractor's nursing staff shall be present at the facility and shall be performing the required services to receive payment for services.
