Summary The Program Support Specialist serves in the Mission Support Staff within the Air Traffic Safety Oversight Service (AOV). The incumbent performs a wide range of program support duties supporting the various programs of the organization at the Headquarters and Field Office level under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Responsibilities Applies experience and comprehensive knowledge to collect and analyze data, conduct research, identify problems in support of the business operations; also plans and conducts functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional or organizational lines. Typical assignments may include: Providing guidance to less-experienced professionals; Leading small project/program teams; Recommending solutions to complex problems; Preparing and reviewing data and reports; Performing ad hoc program support duties and projects, prepare administrative reports and performing a variety of assignments in support of business management and programmatic functions and projects to support human capital initiatives and any mission support functions to achieve line of business (LOB) objectives; Analyze data and/or information; Prepares and presents on LOB activities and coordinate with internal and external customers in response to inquiries; Develops and recommends approaches to address current and anticipated problems and issues. Makes recommendations to ensure conformance and timeliness in meeting goals and objectives. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes use of resources to complete activities within established schedules. May act as a point of contact and attends meetings representing the organization on current or new Agency initiatives such as promoting Succession Planning, Furlough, and other similar programs. Gather LOB's perspective from senior managers. Provides advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Researches, prepares, and may present reports and briefing materials for senior-level managers on assigned programs. Supplies background information, analysis, and recommendations for LOB management on current and proposed policies and regulations in regards to assigned programs. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Manages responsibilities in regards to the following functions in consonance with HR policy division: CASTLE (T&A and LDR), Alternate Work Schedules, Telework, Permanent Change Station moves, voluntary leave transfer program, performance management, awards and recognition. Develops specific correspondence, presentations, and standard operating procedures. Assists LOB Management Team with job applicant interview process to include constructing interview packages, scheduling interviews, responding to applicant requests and inquiries, as well as briefing panel members on the interview process. Assist employees with questions and matters relative to the CASTLE system. Runs reports and performs analysis in CASTLE, DATAMART and the Federal Personnel Payroll System. Coordinate the Department of Transportation, FAA, Line of Business specific awards and recognition and special emphasis programs for the organization. Additional Duties at the J-band include: Applies experience and expert knowledge to collect and analyze data, conduct research, identify problems in support of the business operations; also plans and conducts functional activities for projects/programs. Provides expert guidance and instruction both internally and externally to address diverse, complex issues on business service duties and functions and/or other work activities, which often cross multiple projects, programs, and/or functional areas. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes: Experience supporting initiatives within an organization; assisting with projects that are time-sensitive; analyzing and interpreting policy;researching and developing guidance; and recommending changes as necessary. To qualify for this position at the J-band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes: Experience supporting initiatives within an organization; leading projects that are time-sensitive; analyzing and interpreting policy; researching and developing guidance; and recommending changes as necessary intended for management to include a diverse audience.
