Finance Officer – Inspectional Services Department (Internal) The City of Lawrence is seeking a skilled and detail‑oriented Finance Officer to serve as the primary financial administrator for the Inspectional Services Department (ISD). This position is established by City Ordinance and appointed by the Mayor. The Finance Officer is responsible for accounts payable and receivable, budget management, payroll processing, purchase order and contract administration, and a range of financial record‑keeping functions in compliance with City policies and applicable state law. The Finance Officer also provides significant supervisory assistance to the ISD Director over the reception office and its clerical staff, and serves as a resource for public inquiries including public records requests under M.G.L. c. 66. Essential Functions and Duties Financial Operations & Accounts Management Process accounts payable transactions; prepare invoices for payment by the City Comptroller in accordance with City financial policies and applicable Massachusetts General Laws governing municipal finance. Prepare deposits of accounts receivable and cash receipts for the ISD Department; maintain accurate records of all incoming revenue. Perform regular reconciliation of departmental accounts; identify discrepancies and initiate corrective action as appropriate. Manage the department’s budget, including tracking expenditures, projecting balances, and reporting status to the ISD Director and other authorized officials. Payroll Processing Manage and process departmental payroll in coordination with the City’s central payroll function. Ensure accuracy of time records, leave balances, and compliance with applicable collective bargaining agreements and City policies. Maintain payroll records and documentation in accordance with the Commonwealth of Massachusetts Records Retention Schedule (950 CMR 32.00). Purchasing & Contract Administration Create, track, and manage purchase orders and procurement transactions through the City’s financial systems, including MUNIS and Citizen Serve. Assist in the administration and tracking of departmental contracts; monitor contract performance, timelines, and expenditure compliance. Coordinate with the City Solicitor’s Office and Procurement Department as required for contract review and authorization. Ensure procurement activities comply with applicable Massachusetts General Laws governing municipal purchasing (M.G.L. c. 30B and related statutes). Supervisory Assistance & Office Oversight Provide significant assistance to the ISD Director with fiscal management and oversight of the department’s reception office, including day‑to‑day lead direction of the ISD clerical staff. Coordinate workflow, scheduling, and task assignments for reception and clerical staff; assist in performance monitoring and onboarding of administrative personnel. Ensure front office operations function efficiently and in alignment with ISD service delivery standards. Public Services & Records Respond to general requests from the public including requests for public records submitted under the Massachusetts Public Records Law (M.G.L. c. 66, § 10); coordinate timely responses in compliance with statutory deadlines. Serve as a point of contact for vendors, contractors, and other external parties on matters related to invoicing, payment status, and departmental financial transactions. Clerical & Administrative Functions Perform a variety of clerical duties requiring significant independent decision‑making ability, including drafting correspondence, maintaining departmental files, and coordinating administrative logistics. Maintain all financial and administrative records in accordance with the City’s records retention policies and the Commonwealth of Massachusetts Records Retention Schedule (950 CMR 32.00). Assist the ISD Director and senior staff with special projects, reporting, and administrative tasks as assigned or required. Qualifications APPLICATIONS ARE AVAILABLE IN THE PERSONNEL OFFICE.
