Specific duties include:

• Serves as a primary point of contact for Compensation Service on business matters relative to Compensation Service business systems. Works as a team leader and senior program manager, to lead and mentor project managers in developing, revising and implementing large Compensation Service initiatives that improve and/or enhance current processes. Represents the Chief(s) and/or Assistant Director at meetings and workgroups involving the planning, analysis and requirements, specification, design, testing, training, implementation and post-implementation activities for existing and future business systems for Compensation Service.
• Performs and directs significantly complex activities concerned with the facilitation of the nationwide implementation of Compensation Service business system initiatives in support of VBA. This requires the promotion and assurance of standardization and consistency of validated concepts; development of test site criteria from which to monitor performance of baseline indicators or other established measures; facilitation of the deployment process of major new work design components for VBA field stations and coordination of highly enterprising activities related to the design and development of enhanced Compensation Service business applications and initiatives.
• Works with senior executives, managers, technical staff and subject matter experts to implement Compensation Service business system initiatives. Analyzes and identifies program areas which can be improved by automation or changes in policy or procedures. Recommends the changes required, whether automated or not, to institute those improvements. Coordinates and encourages the sharing of knowledge and experience, and documents "best practice" implementation strategies to effectively facilitate the implementation of various components.
• Ensure integration of Compensation Service efforts amongst VBA business lines; assist in the concurrent deployment of primary components of new and/or novel work processes. The incumbent performs significant internal and external coordination of Compensation Service implementation initiatives concurrently and sequentially; develops comprehensive recommendations for products to be initiated, curtailed or rescheduled; and evaluates management proposals concerned with changes to existing organizational structures to assure that the optimum mix of operating costs are viable, and the proposed program structure is consistent with the Compensation Service and VBA strategic business system vision.
• The incumbent performs project management and analysis tasks; and keeps assigned activities on track at all phases. Furnishes expert advice and technical assistance on issues concerned with proposed policies and procedural changes that may significantly affect the data processing of Veterans' claims and services. Develop effective and efficient internal management controls and administrative processes to effectively resolve problematic issues. Ensures that project objectives and timelines are being met by monitoring progress against a formal plan; establishes project milestones and target dates, or intermediated dates on projects when completion dates are mandated by higher authority; revises dates to agree with new information and dependencies; and negotiates with management and sponsors/users to change and formalize new dates. Prepares reports on project status; initiatives meetings and prepares written correspondence relative to the project; distributes information to project members; integrates the work of a project team that spans multiple organizations and locations.
• Prepares documentation necessary to develop reports for all levels of management and operations and identifies the data elements needed to complete the reports; develops communications with claimants and other clients and identifies the data elements needed to complete the communication.

Work Schedule: Full time, Monday through Friday, 8:00am-4:30pm

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
