Job Title: Case Manager - Bilingual Spanish Department/Program: ORR Reports to: Program Director or Case Management Supervisor Job Type: Hybrid Work location: Downtown Portland FLSA status: (non exempt/hourly) Salary: $26.94/hr. - $28.59/hr. Shift: Saturday to Thursday, from 9am to 5:30pm Morrison Child and Family Services We are a joint commission and sanctuary accredited non‑profit organization that provides a comprehensive array of services to children, adolescents, and their families. Nonviolence – being safe and doing the right thing Emotional Intelligence – managing our feelings so we don’t hurt ourselves or others Social Learning – respecting and sharing ideas of our teams Democracy – shared decision making whenever possible Open Communication – saying what we mean and not being mean when we say it Social Responsibility – everyone contributes to the organizational culture Growth and Change – creating hope for our clients and ourselves Job Summary The Case Manager is responsible for assessing the needs of unaccompanied children in care, developing Individual Service Plans, screening for human trafficking concerns, facilitating the safe and timely release or discharge of children and youth, and documenting the provision of services in the case files. Duties and Responsibilities Case Management services, as described below: Oversees all aspects of the UAC case Maintain case file documentation in accordance with ORR requirements. Maintain confidentiality when gathering, documenting, consulting or consolidating information necessary for the case management assessment and the plan of care. Maintain regular contact with each UC, UC’s family when possible, and established service providers to communicate case planning and progress. Provides client services as needed, including but not limited to making medical appointments, finding resources, etc… Gather historical and current data relative to completion of a comprehensive case management assessment including, but not limited to, school records, medical records, mental health treatment, legal status and court involvement, social and family strengths and needs, support systems, and specific cultural issues. Presents case to federal stakeholders in weekly Case Staffing Meetings Participate in team meetings, staff in‑service training and department meetings. Carries a case load of 8 clients, varying on program census. Completes Signification Incident Reports (SIRs), per federal policy requirements. Conducts internal chart reviews to monitor documentation compliance. Completes, timely and accurate timesheets and other personnel/administrative records as required. Other duties as assigned. Is aware of Morrison Compliance Program including Compliance Officer, Compliance Standards of Conduct, and Employee Compliance Hotline. Understands Compliance Standards of Conduct and signs attestation document. Completes all assigned compliance, HIPAA, client privacy, and fraud, waste, and abuse training. Knows how to report any client privacy or fraud, waste, or abuse concerns. Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices. Participate in staff development, in‑services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma‑informed behavioral healthcare organization. Competencies Communicate clearly and effectively, orally and in writing in English Applicable federal and state laws Administer policies, procedures and programs Interpret information, utilize critical thinking and explain concepts to others Maintain effective working relationships with agency employees at all levels and the general public Define and resolve moderately complex problems Required Position Qualifications Bachelor’s degree in the behavioral sciences, human services or social services fields. Bi‑lingual in Spanish and English, written, read and verbal. Must clear a language proficiency test for Spanish. Attained age 21 years or older before first day of employment in position (ORR) We consider education, training, experience and demonstrated skills. This position requires ORR approval; exceptions to the minimum qualifications require ORR’s explicit written approval prior to hire and ORR may require supervision plans and additional training. Preferred Position Qualifications ORR experience Knowledge of Federal, State and agency regulations. Knowledge of adolescent developmental issues, trauma, abuse and neglect, substance abuse and dependence, delinquency, peer influence, and related group and individual interventions. Other Requirements Able to work shift hours and days, as assigned. Position may require work outside of usual work hours on occasion. Pass a criminal history background check through Morrison and a suitability determination investigation through the U.S. Office of Personnel Management. Current CPR and Standard First Aid required 40 hours of required training per year Working Conditions Environment: Work is done in clinical offices, community settings, including Morrison Residential, administration buildings, public locations, and social service sites. Breaks and meals are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants. Mental demands: Work assigned is diverse and may involve addressing new and unique circumstances. The work might be unpredictable and disrupts planned tasks, requiring flexible time management. Physical demands: Ability to remain calm and emotionally available serving youth, adults and or families who have experienced trauma. Proficient with office equipment and physical movement. Ability to perform physical interventions if needed in accordance with program and training. Physical dexterity for reaching, stooping, and repetitive wrist and hand motions.
