Community Pathways Manager - Community Pathways Program (CPP)

CPP Manager Job Compensation:

• The salary range is $63,510.00 and $82,481.00 (depending on experience)

CPP Manager Job Responsibilities:

1. Provide direct supervision to the CPP Program team, including Program Supervisor, Service Intake Specialists, and program support staff across multiple service areas.

2. Oversee program operations, ensuring eligibility screenings, documentation verification, client intake, and service delivery processes are completed accurately and in accordance with all CSBG and UMOS requirements.

3. Ensure full compliance with federal and State CSBG regulations, the Wisconsin State Plan, UMOS policies, and all monitoring, reporting, and audit requirements.

4. Implement, and refine operational procedures to strengthen service delivery, improve efficiency, and ensure consistent and equitable access to housing, food, and physical/mental health services.

5. Provide staff development and training, including onboarding, coaching, performance evaluations, corrective action, and professional development planning.

6. Maintain strong partnerships with community organizations, housing agencies, food resource networks, health service providers, job centers, and other stakeholders to enhance service coordination, community education and referral pathways.

7. Lead outreach and community engagement efforts to promote CPP services, increase program visibility, and support client recruitment across targeted communities.

8. Represent the CPP Program at local, statewide, and national events, meetings, and trainings as

required by the Vice President of Social Services.

9. Manage all reporting and data collection systems, ensuring timely and accurate submission of weekly, monthly, quarterly, and annual performance reports to the Vice President and funding sources.

10. Manage program budgets, track expenditures, allocate resources, and ensure responsible stewardship of grant funds in collaboration with the Finance Department.

11. Prepare and manage program communications, including memos, notices, letters, presentations, and responses to inquiries from partners, funders, and community stakeholders.

12. Develop, administer, and analyze client satisfaction surveys to assess service effectiveness and guide program improvements.

13. Ensure maintenance of program schedules and staffing, including PTO tracking, staff coverage, and overall operational continuity.

14. Oversee inventory control for outreach materials, office supplies, client support items, food pantry and non-perishables.

16. Research additional funding opportunities, develop grant proposals and budgets, and collaborate with Resource Development and the Vice President of Social Services to submit funding requests.

17. Ensure program quality and integrity through ongoing data monitoring, random file reviews, system audits, and the collection and analysis of client demographic and outcome data.

18. Lead and support program evaluation activities, including needs assessments, ROMA-aligned performance measures, quality assurance reviews, and compliance monitoring.

19. Respond promptly to client, partner, and funder inquiries, ensuring accurate, professional, and client-centered communication.

20. Attend statewide, regional, and local training and meetings assigned to ensure ongoing compliance, knowledge development, and program alignment.

21. Perform other duties as assigned to support departmental and organizational goals.

CPP Manager Job Qualifications:

1. Bachelor’s degree in social services, Human Services, Public Administration, Business Administration, or a related field; master’s degree and/or higher education preferred.

2. Minimum of 3 years of experience in program management and supervision. Grant-funded program administration, preferably in social services or community-based programs, preferred.

3. Strong leadership, supervisory, and team-building skills.

4. Proficiency in Microsoft Office Suite with the ability to work with data/ inventory systems and reporting platforms.

5. Excellent verbal and written communication skills.

6. Strong organizational, problem-solving, and analytical abilities.

7. Ability to travel, work flexible hours, and participate in outreach or monitoring visits statewide.

8. Must have a reliable vehicle, a valid driver’s license, and must maintain adequate auto liability insurance.

9. Bilingual English/Spanish preferred.
