Site Manager

Contract: USAF Expeditionary Operations School (EOS) Fieldcraft Training Period: 12-month base period plus four 12-month option periods (task orders issued in 6-month increments) Direct Reports: Fieldcraft, Medical, C-IED, and High Threat Driving Instructors; OPFOR and Role Player personnel assigned to the site Position Summary The Site Manager is the senior on-site leader responsible for the day-to-day execution of all USAF EOS Fieldcraft training at JB MDL. Reporting to the corporate Program Manager – who retains full contractual authority – the Site Manager directs the instructor cadre, OPFOR, and Role Player workforce; ensures every scheduled course is fully staffed with qualified personnel; serves as the day-to-day on-site coordinator with the Government's Contracting Officer's Representative (COR); and is accountable for site performance against the contract's Service Summary standards, safety, property accountability, and deliverable quality. The role blends training-operations management with hands-on leadership in an austere, outdoor, live-training environment. Site leadership & contract execution Direct the completion of all site tasks within established timeframes and budget constraints. Schedule and assign duties to instructors, OPFOR, and Role Players, and ensure assignments are completed as directed. Enforce work and performance standards; review and resolve work discrepancies to ensure compliance with contract requirements. Assist the Program Manager in managing schedules, resources, cost, and quality in line with planned estimates and objectives. Identify problems, assess the accuracy and relevance of information, and use sound judgment to generate alternatives and make recommendations. Training operations oversight Ensure all EOS Fieldcraft courses are supported with qualified instructors, OPFOR, Role Players, and (as tasked) foreign-language speakers. Maintain a qualified workforce so the site meets the contract's performance standards – no more than one instructor deficiency per month and no more than one OPFOR/Role Player deficiency per quarter. Coordinate class scheduling, iteration timing, and course reset/preparation with the COR and the Government's Academic Program Managers. Manage surge execution when the Government increases throughput, working within the advance-notice windows provided for added instructors and for Role Player/OPFOR tasking. Planning & asset management Provide advice and guidance on the planning, execution, and re-constitution of training assets. Apply pre-deployment training knowledge and current practices to keep instruction operationally relevant. Oversee setup, use, reconstitution, and inventory of training devices, pyrotechnics, weapons, and training aids in accordance with EOS standards. Government interface & reporting Serve as the day-to-day on-site point of contact for the COR, coordinating under the authority of the corporate Program Manager. Execute the Quality Control Plan and support Government surveillance, periodic evaluations, and reporting requirements (including Contract Manpower Reporting and Monthly Status Reports). Capture lessons learned and feed after-action results into course improvement. Safety, security & property Enforce range, weapons, and pyrotechnic safety at all times. Maintain property accountability; ensure timely retrieval of Government-Furnished Property and ID media from any departing employee. Ensure personnel comply with JB MDL installation access, badging, and security requirements, and support the site occupational-health program (baseline lead-exposure and hearing testing for range/armory/pyrotechnic personnel). Train, mentor, and develop junior personnel; build and sustain a cross-qualified, deployable instructor bench. Minimum Qualifications (Required)

  1. Three (3) years of management experience in combat training, planning, and execution , with a demonstrated ability to train junior personnel.
  2. Demonstrated experience with pre-deployment training issues and practices.
  3. Prior military deployed experience in uncertain or hostile environments, or relevant federal/state agency experience in the skills required to operate and survive in multiple environments.
  4. U.S. citizenship, or legal, verified U.S. residency , and the ability to obtain and maintain JB MDL installation access (favorable criminal-history/Wants-and-Warrants check; placement on the contractor Entry Authority List).
  5. Proficiency with MS Office (Word, PowerPoint, Excel, Outlook) and Adobe Acrobat.
  6. Ability to lawfully possess a firearm pursuant to Title 18 U.S.C. 922, and to submit a DD Form 2760 prior to start and annually thereafter (applies if the Site Manager handles weapons or is present on live ranges).
  7. Availability to work the training schedule , generally 0700–1800, Monday–Friday, including occasional weekends, holidays, and extended/makeup days driven by weather or range scheduling.
  8. Physically able to work outdoors in austere conditions across all seasons and to move about active training ranges.
  9. Valid state “REAL ID” driver's license.
Preferred Qualifications Former Special Operations Forces (SOF) -qualified individual (e.g., Army Special Forces/Ranger, Naval Special Warfare, MARSOC, or AFSOC background) – strongly preferred for the operational credibility, small-unit leadership, and instructor gravitas the role demands. Formal instructor certification and prior experience developing or delivering to a Plan of Instruction (POI) / Program of Instruction. Prior experience as a Site Manager on a DoW training-services contract. Familiarity with USAF Expeditionary Center / EOS operations and the EOS / CCAF instructor-qualification framework. Working familiarity across the course portfolio: Tactical Combat Casualty Care (TCCC), High Threat Driving, Counter-IED (C-IED), tactical movement, and OPFOR/Role Player operations. Experience managing surge staffing and a 1099/part-time OPFOR and Role Player labor pool. Knowledge, Skills & Abilities Strong small-unit leadership and personnel-management judgment. Ability to translate Government tasking into staffed, safe, on-schedule training. Clear written and verbal communication with Government and company stakeholders. Organized, detail-oriented approach to scheduling, accountability, and reporting. Sound decision-making under time pressure and changing requirements. Physical Demands & Work Environment Outdoor field environment with exposure to weather extremes; work on and around live-fire ranges, pyrotechnics, and simulated munitions (e.g., blanks, UTM/SIM-FX, paintball). Requires standing, walking, and moving across uneven terrain for extended periods. Austere sites may have limited running water, power, or HVAC. Security & Installation Access This position requires access to JB MDL. Personnel must pass the installation criminal-history background check and be placed on the contractor Entry Authority List, and must wear the issued USAF Expeditionary Center security badge on campus at all times. Access to any USAF Restricted Area additionally requires an SF 85 Tier 1 (Public Trust) investigation and AF Form 2586 authorization.
