The Office, located in Tumwater, is seeking a qualified Functional Program Analyst 3 – HCBM Analyst to review health‑care contracts and ensure compliance with state and federal regulations. About the Position Position Title: Functional Program Analyst 3 – HCBM Analyst (FPA3) Division: Rates, Forms, and Provider Network (RFPN) Office: Tumwater, Washington Job Family: Functional Program Analyst 3 (FPA3) Recruitment Process: Open until August 3 2026; initial screening on July 13 2026. The first 30 days are in‑office 4 days a week, days 31‑90 are in‑office 3 days a week, and thereafter 2 days a week. Core Duties Independently analyze, review, and evaluate complex health‑care contracts from carriers, Health Care Benefit Managers, providers, pharmacies, and PSAOs. Interpret contract language to determine compliance with Washington state insurance laws, federal laws, regulations, and applicable case law. Apply relevant RCWs, WACs, and federal requirements to support consistent, legally sound contract reviews and regulatory decisions. Identify compliance issues, deficiencies, or non‑compliant provisions and develop clear, well‑reasoned recommendations or objections. Collaborate with the FPA4 Supervisor, Program Manager, and OIC colleagues on contract review issues that impact the broader marketplace. Support the OIC’s consumer protection mission by ensuring regulated entities issue fair, transparent, and compliant contracts before entering the marketplace. Required Qualifications Six (6) years of full‑time professional experience in contract management, drafting and/or review of legal documents, regulatory examinations, regulatory compliance, or health‑care benefit plan design, distribution, or administration. Associate’s Degree – 2 years of experience Bachelor’s Degree – 4 years of experience Master’s Degree – 5 years of experience Degree in public administration, business administration, law/legal studies, finance, or a related field from an accredited U.S. institution or a foreign equivalent with credential evaluation. Intermediate‑level skills in Microsoft Outlook, Word, and Excel. Preferred/Desired Qualifications Advanced skills and experience in Microsoft Outlook, Word, and Excel. Demonstrated ability to organize work, establish timelines, and meet deadlines. Experience using the System for Electronic Rate and Form Filing (SERFF) software program. Intermediate‑level skills in Adobe Acrobat Pro. Industry designations such as Fellow Life Management Institute (FLMI) or Health Insurance Associate (HIA). Experience drafting, analyzing, researching, or applying the provisions of health or disability products or provider contracting rules or laws.
