SUPERVISORY RECREATION SPECIALIST (ASSISTANT YOUTH SPORTS AND FITNESS COORDINATOR)

Summary Position located at Youth Programs, Andersen Air Force Base (AAFB) Guam. The mission of Joint Region Marianas Quality of Life (QOL) Programs (J9) is to provide the highest quality programs and services to the military community through self‑sustainment across all QOL programs. Responsibilities Program Management Assist with the development and oversight of a developmentally appropriate YSF program, including the core service areas of Sports, Fitness, Health and Nutrition, Outdoor Recreation, and Motor Skills Development. Support the principles, administration, rules and regulations of the YSF program as consistent with the National Association for Youth Sports (NAYS) or other affiliated organization. Provide individual and group fitness and sports programs such as running, aerobic classes, tennis, golf, team sports, sports clinics, leagues and tournaments; instruct participants in activities where the employee has technical expertise. Develop and organize supplemental YSF activities based on patron needs and interests, including special event tournaments and related trips that may include family members. Assist the YSF Coordinator in recruiting coaches and volunteers, ensuring all coaches, officials and other support personnel are trained and have appropriate credentials. Collaborate with other military installations to plan fitness and sports activities and coordinate with local community programs such as the local running club, Boys and Girls Clubs of America (BGCA), 4H, YMCA, and Parks and Recreation. Indoor/Outdoor Environment Ensure space is available and adequate for all programming needs, and verify safe and proper conditions of all fields, courts, facilities, areas and grounds. Prepare program spaces for scheduled activities and ensure safety requirements are met, arrange for repairs or maintenance as needed. Maintain and secure necessary supplies and equipment, ensure age‑appropriate and good condition, inventory regularly, and report unsafe equipment or discrepancies. Ensure compliance with all fire, safety and security rules and regulations. Interactions and Relationships Establish a YSF program that sustains participant interest and promotes positive interactions among children, youth and adults. Model sportsman‑like conduct and actively manage and resolve issues with parents, volunteers and staff. Use child and youth guidance techniques to encourage positive social interactions, conflict resolution, self‑control, self‑motivation and self‑esteem. Interact professionally with employees, parents, volunteers and local installation command personnel. Personnel Management Supervise a staff of three or more. Compliance Support implementation and compliance with health, fire, safety, facility, and program regulatory guidance and standards. Maintain compliance with laws, policies and regulations applicable to DoD CYP programs. Obtain and retain DoD certification and accreditation. Assist in developing programs related to core areas outlined in OPNAV and required by the DoN, such as BGCA or 4‑H programs. Additional Responsibilities Perform duties of the YSF Coordinator in his/her absence. Assist in preparing grant applications for additional funding. Serve as mandatory reporter to Family Advocacy and Child Protective Services. Requirements (Conditions of Employment) Perform considerable walking, standing, bending, stooping and lifting up to 40 pounds. Subject to special inoculation and immunization requirements for work with children. Provide evidence of immunization against communicable diseases in accordance with ACIP recommendations. Pass a pre‑employment physical, provide evidence of immunization and be free from communicable disease. Complete background checks in accordance with PL 101‑647 (National Agency Check with Written Inquiries). Obtain required training certificates and maintain certifications or credentials required by federal, state or national accreditation institutions used in DoD’s Child and Youth Programs. Be 18 years of age or older. Qualifications A minimum of a 2‑year degree in Youth Recreation, Physical Education, Youth Development or a related field, AND 3 years of full‑time experience working with children and/or youth; OR experience that demonstrates the ability to plan, organize, coordinate, supervise or evaluate youth fitness, recreation and sports programs AND 3 years of full‑time experience working with children and/or youth. Knowledge of youth recreational, sports and fitness concepts, theories and principles. Knowledge of NAYS national standards as they apply to youth programming and fitness activities. Ability to apply and utilize knowledge in planning and executing military YSF programs. Skill in organizing and utilizing all available resources within the program framework. Skills in program planning, organizing, and employee scheduling. Ability to supervise others and safeguard program resources and finances. Ability to respond to emergencies, evacuations and health incidents, maintain records and reports. Strong written and oral English communication and interpersonal skills.
